cnn's tom foreman joins us now. what states are seeing these changes?idaho, tennessee and texas, they are joining many other states that already have restrictions. look at what texas is doing. they're criminalizing performing an abortion from fertilization onward. the only exception is for the life or the health of the mother, pay attention to that world "health" for the mother and no exception for rape or incest. many states had laws. this is the next phase of what's been kicking in. tennessee very much like texas. abortion from fertilization banning that, no exception for rape or incest. and then idaho, a bit of an outlier. prohibits all abortions, exception for rape and incest if reported to law enforcement. but look at this one, the exception for life of mother, period. not health. so if a doctor has a patient that needs an abortion to protect their health, no matter how debilitating it may be, if it's not going to kill the person, the mother involved, the doctor can't perform it. jake? >> have there been any recent court rulings on any of these tri

cnn's tom foreman is here to break it down for us. us what's going on in all these states? >> what's going on is a continuation of what we've watched as states have moved into the restrictive, very restrictive or most restrictive phase of this. in these states there are certain issues in play right now. in idaho they're going into a legal battle over a portion of it. they put in a very restrictive set of anti-abortion rules, rules to stop abortion there. they're at war with the federal government in that their rules here say, if a woman is in the emergency room and a doctor says i have to save your life, then they can perform an abortion, although they can still be charged and have to defend themselves in court and say i have to justify i was saving her life. federal law for emergency rooms says you have to do it not only for saving a life, but if there's going to be significant impairment to the health department of this woman. the judge said this has to be sorted out in some fashion. tennessee and texas have from point of conception

tom foreman, cnn, washington. >> what a story.>>> and this story, a nebraska mother and her teenage daughter facing multiple charges in an a be b abortion-related case involving using their facebook messages against them. they included saying that the teen had an illegal abortion. this is a chilling story. set the stage for us here. what is this young woman and her mother accused of and how did police get the evidence? >> so it is worth noting that it all happened before roe v. wade was overturned which is important context here. but this woman who was 17 at the time and her mother were accused of essentially inducing an illegal abortion and then sort of destroying the evidence, trying to hide the fetus. and investigators started looking into this, they got a tip that they had buried a stillborn fetus and started interviewing the teenager, saw that she was scrolling through her facebook messages to find the date that it happened. and so the investigators sent a search warrant to facebook and got a bunch of data from their account,

tom foreman has the details. tom, what exactly did the judge say?ter: what the judge didn't say was he was addressing the big picture of abortion, but he said there was a collision of the law. the state law up in idaho right now says that the only way a doctor can provide an abortion in an emergency situation is because the life of the mother is in danger, but federal law for how that doctor has to behave in the emergency room is that he needs to perform an abortion if it protects the mother's life or prevent some sort of grievous injury to her or some dysfunction that would impair her life going far into the future. the state law and federal law fundamentally disagree. they say the state law has to be paramount, and we don't know if they will go after this legally. i presume they will. bear in mind, texas and tennessee also came up with -- have new trigger laws coming into effect right now, but theirs say there can be abortions performed for impairment of the person's life, the mother's life. there can be something done about that, and of course, n

cnn's tom foreman joins me now. sad to hear.e first reporting the emergency last night. how do we know -- what do we know about how this happened? >> well, what we know is that the storm blew up very dramatically at the end of a very hot day here in washington, d.c. when it blew up, the lightning was just unbelievable for a while here. it hit very fast, easy to get caught out, and that may be what happened with james and donna mueller, both in their mid-70s from wisconsin. they were visiting the town and somehow they got here and what you could describe as the front lawn of the white house, lafayette square there. authorities say that that lightning strike that you're watching happened very close to the statue of andrew jackson, right in the middle of the park, many, many tourists as you know come to this park, all the time, just to see the white house and to be close to it. we don't know the circumstances of them. we know two other people were knocked down at the same time. the good part about this was that u.s. park police and

our correspondent tom foreman is following all of this. y about idaho, because there is a lot of court action if you will overnight, a judge blocking part of this state's total ban. what is the latest? >> reporter: well, all of these states -- the overall trend here is that many states are already have some abortion restrictions are becoming more restrictive. if you look at idaho, the real issue there is that a judge looked at this and said, look, i'm not making a big judgment about abortion rights in general. what i'm saying is that your state law, which is extremely restrictive in terms of letting a physician in an emergency situation take care of a mother is in conflict with a federal law that says this physician must take care of somebody who is in distress. so, what they're saying in these medical emergencies, the physician is in an impossible situation. they will violate one law or the other very likely in any given situation. now, does this go forward much further than this? don't know. there will be potentially another challenge to
