tom fuentes, the fbi the lead investigator right now. walk us through what they're doing. >> i think the main thing they're trying to find out, wolf, is whether he was associated with a group or other loosely affiliated individuals. here in the d.c. area. it's reported that he moved to alexandria from illinois in the last couple of months. where was he living here in alexandria. they'll try to find where that is, talk to neighbors and other people. was there a group that he joined when he was here. and go back through his social media and any computer records, phone records, anything else they can find to see who else did he talk to and what did he tell them. did he reveal intentions like this at some point. of course, also, the fbi will be getting assistance from atf in particular tracing the gun. where did the gun come from? did he buy it? did somebody else provide it for him and identify who that individual is. right now that's the main focus. who else did he talk to here that may reveal he's part of a larger group. >> andre, let me g

i want to bring in tom fuentes, cnn senior law enforcement analyst. probably two things if not many more going on right now on the ground in london. one is what we believe to be an active man hunt in police operation to apprehend whoever was behind what they're treating as a pair of it terror incidents. the other is to figure out who they might be and if they're connected to anyone else especially in the wake of the manchester attack more than a week ago especially after what we saw on another bridge in london back in march. talk to me how you juggled those two imperatives. what's happening on the ground right now? >> well, first of all, john, you have hundreds of police officers involved in the effort so they can do many, many things at one time and simultaneously and they are. they have the forensic search of the car trying to, you know, establish any dna evidence that they could recover from it, any other documents, wallets, anything that might have been left behind in the vehicle. then you have the scene of the stabbing and the same thing there, f

joining us is tom fuentes. tom, when we hear about these areas specifically, does it make sense that these areas would be targets? >> why, certainly. the bridge itself would be an enormous target. it's iconic. it's named after the city, london. everybody would know about that bridge around the worrell, so that would internal a key reason for that. i think what's important now is the police took the witnesses away by bus to a hotel to be interviewed and what i'd like to hear is did any of the witnesses actually see the occupants of the vehicle get out and run away when the vehicle stopped. all of the witnesses so far that we were able to get hold of before they were taken away by the bliss said the vehicle went by and they saw people flying in the air and deliberately run down on the sidewalk but they didn't see what happens afterst vehicle went down street, for sure. in other words, were the occupants of the vehicle able to get out, run away and they were the people that engaged at the black market the shots wer

tom fuentes, senior law enforcement analyst, law enforcement analyst charles ramsey, a former district columbia police chief and police commissioner philadelphia and cnn law enforcement analyst james gagliano. chief ramsey, i want to start with you from the sense of hindsight is always 20/20. had not receive scalise been there with a security detail, we would likely be discussing a much greater tragedy today do the protocols about members of congress out in public need to be reconsidered? >> i'm sure that the u.s. capitol police chief and his staff are taking a look at that and re-evaluate security. you have an awful lot of members of congress that would require protectio protection. >> and tom fuentes, as you hear about this crime scene, the fbi is now in charge because a member of congress was shot. obviously the alexandria police were first to respond. capitol police exchanges fire. take me through the complexities of an investigation when you have two separate law enforcement agencies who discharged their weapons and now the feds in charge of the enterprise. >> these agencies work

life, does that change the calculation for law enforcement as they seek to secure the building, as tom fuentes was suggesting? >> i agree with tom, it absolutely does. it sounds to me more like a domestic type situation than anything else. it's just going to be interesting to find out how those other four or five people were injured. were they injured trying to get away, or did he have to actually inflict other wounds on individuals to get to the target individual that he wanted? it sounds like to me that this was more like a murder-suicide type situation than anything el else. more than likely, law enforcement already has in their mind why this occurred, what medical situation they're handling, and they won't have to do this massive type of terror response we've seen in other cases. >> would that mean the police would not need to clear the building and check every room? >> they're still doing that as standard protocol. you asked the question about them diverted to other hospitals for emergency rooms and medical care, and that's automatically built into their standard security protocols. so th

our senior law enforcement tom fuentes. tom, the challenge -- this shooter is dead.ew him. what can investigators do hopefully to crack cases down the road to retrace the last few weeks, the last few months to figure out how did he go from an angry frustrated citizen, there are many of those, to someone who was willing to take a firearm, come to washington, d.c., and target congressmen? >> john, that's a huge part of the investigation right now is to determine, you know, the evolution of his thoughts if they can figure it out to what led to him shooting yesterday. the problem is at what level do his friends, neighbors, colleagues, have a clue that he might do this in addition to the postings to corroborate the postings on social media, or is this all in his head in which case law enforcement is not in a position to read his mind. so they look at and especially secret service, they look at thousands of these on a regular basis and they have to evaluate on the continuum at what point does this go to where it crosses the line of they need to send agents out to find this

we also have tom fuentes in fair fax, virginia. tom, let me start with you. if viewers are hearing one guy with a hammer haelallegedly run at or attacking the police, one insin instinct might be a terrible event. i think the other instinct is this is the new face of what we're seeing more and more sadly, isn't it? >> if the motivation is on behalf of whether it's isis, al qaeda, some form of terrorist ideology and he's going to hit you with a hammer, that's a terrorist act. and the fact that it's not an ak 47, if you're the recipient of that hammer on top of your head it's terrorism to you and it could be many other people. the french in these earlier attacks that we saw during some of the other incidents, we saw many, many french police officers who were gunned down because they weren't even armed including the woman officer that was directing traffic. so if you take out a hammer and start going after people, there might not even be enough police officers in the area to prevent loss of life to the tourists and other people in that area around the cathedral.

kelly jane torrens, joey jackson, tom fuentes and former fbi director. eugene, to you., indeed, sessions did have a third meeting, what does it mean for him politically? >> this is another example of the attorney general engaging in some type of interaction with russia he did not reveal. it brings questions about his integrity up for people that trusted what he said and the hearing was actually true. he's been found to have left out information, already, from that time before lawmakers. this will raise another red flag. what's much more interesting to pay attention is what this is saying about the relationship between sessions and donald trump. the president, i think, as jessica reported is aware he does not have a lot of room on his plate for another controversy. if this ends up being one of those, the future of attorney general sessions is up for question. >> kelly, i want to listen to senator blumenthal here. sessions is emerging as a key figure in the russian probe. listen to what he said. >> what we have here is a pattern. i can't confirm what may have been in a cl

we have tom fuentes joining us on the phone. iously is causing a lot of alarm to think that there could be some major incident unfolding on the london bridge. >> absolutely. the fact that we just had an attack on that bridge recently. and someone using a car to run people over. and now possibly a stabbing from some of the reports that are coming out. we're going to have to wait and see. we still could have the motive of a copycat that's just a deranged person trying to get attention, like the last person that did this. or in fact, that it could be a terrorist incident. it's just too early for us to know that yet. >> it's way too early to go there, period. we don't have anything confirmed about what the incident is on the london bridge. but the bridge a place of traffic, we -- it's safe to assume it has to do with cars, people who are in that area. you mentioned there was a previous attack in westminster, the deadliest terror attack in march where someone drove over the westminster bridge and crashed near parliament. this incident

joining me now, tom fuentes, kimberly dozier, we've been listening to this eyewitness who worked at a restaurant there and got a good look at someone who appears to be one of the assailants. we just saw a photo. we're looking at i right now. at least one man on the ground. i can't tell by looking at it right now, exactly what he's wearing. but jack applebee and people with him in the restaurant said it looked like a vest and very, very threatening, tom. >> it certainly appears that way. i've seen many suicide vests. i've never seen one look exactly like the particular one. what those are, if they are throwable canisters or what, attached around his belt. we don't know. one thing about ballistic body armor, most people don't realize, the united states is one of the only countries in the world that allows private citizens to purchase and possess ballistic body armor. so in addition to firearms, body armor is rare in the hands of civilians in the united kingdom as well west just can't tell. the other question i would have is, where is this guy now? was he taken into custody? taken to the

. >> i want to bring in tom fuentes. excuse me. i just heard that he's not with us. let me ask you about this potential stabbing. eyewitnesss say two people were stabbed in this borough market. there were sounds of gunfire. as you're putting these different pieces together for me, law enforcement perspective, how do you hampb h handle a situation where it soubnds like there could be multiple scenes? >> this is the model that we're seeing right now where there's one event and it can either be a distraction or a mass casualty event which this appears to be both. then, while law enforcement, while their focus is on the actual sight, that's when a second or third site occurs. there are two schools of thought. terrorists want to have the responding law enforcement folks get caught up in another secondary device or attack and another is just the distraction itself that allows them toll work unimpeded in a second location. hard to say this early in the process, ana, but it looks textbook. >> walk me through the priority of the investigators right now. >> absolutely. okay. t
