the bipartisan policy center's efforts here really began over a decade ago when tom kane and lee hamilton, the chairs of the 9/11 commission came to bpc and led a series of discussion groups and recommendations and papers trying to advance the core findings of the 9/11 commission . and i am reminded by today's events that much of our work focused on the fact that there were really two types of recommendations in that commission report. the first were really focused on locating identifying and disrupting terrorist networks and people who wished us ill and by all accounts we've done a pretty remarkable job of that. i think most people in the days and you know months following 9/11 felt like it was almost a certainty that there would be more massive attacks and you know i think we deserve a tremendous amount of credit, the intelligence community deserves a tremendous amount of credit, for protecting the homeland. but the second category of recommendations was focused on trying to understand identify and address the core forces of radicalization that are motivating the hatred and the violence

and i just want to say, back to tom keane, marvelous man, former governor of new jersey, he co-chaired with commission with lee hamiltonserved in congress with many of us, chaired the foreign affairs committee and was my predecessor. but that commission succeeded because of the seamless bipartisanship of its chairs. there was not one press event that had one of them there. they were both there. and a colleagues of mine who was a member of that commission, talks about that in the most moving ways and tom is right. congress has failed to reorganize, which has meant that there is much less wind beneath the sales of our homeland security effort. shame on congress. but we've succeeded in many ways. and i would just say a couple other things, if i could. i was a member of something called the national commission on terrorism, which was formed before 9/11 and we were one of three commissions that predicted a major attack on u.s. soil. we tried to get attention paid to this problem of rising terrorism, especially in the middle east, where we had named al qaeda in our report. we talked about many of the issues that have plagued
