nbc bay area's tom jensen is live in cochran with more of what they're calling a mixup. >> reporter: what it means in beginning in april when you come to a dmv office like this, you're going to have to bring a lot more documentation with you if you plan on leaving with a federally mandad i.d this is what the new i.d.s look like. they have a golden bear with a star in the top of the co airpla military base. >> it is too much. >> reporter: because to get one of the new i.d.s you'll need lots of documentation. a birth certificate or tax report a, a social security or passport and two forms of where you live. >> i think it's crazy and it takes a lot of time. i mean, just another thing. >> i think it's good, i do, because it will keep people that shouldn't be out there. >> reporter: last month, the department of homeland security it wasn't doing enough to prove residency before issuing i.d.s. >> the department of homeland security decided to change the method by which the california dmv collects two proofs of residency. >> reporter: before they would mail the i.d. to the home address. not

tom jensen has more on that. tom? >> reporter: well, we're at alcatraz landing here right now, and it will definitely affect the folks here. this is where all those tour boats loaded with passengers go to see the iconic island. business would basically shut down, at least as it concerns alcatraz island. the interior department is one of the departments involved in the shutdown. i just talked to an employee here. he tells me that's 5,000 alcatraz visitors per day, and they are sold out through this weekend. also affected, the coast guard station at yerba buena island. it's nearly 2,000 other people who work there or train there. it's unclear exactly who will be affected by this impact as far as the coast guard employees, but we do know nationwide it affects about 42,000 employees. you have to also consider the trickle-down effect. you lose all that business from those employees, the service members and the tourists here. that's 5,000 people a day. that means the hotels, the shops, the restaurants, other businesses aren
