i'm tom llamas in for lester, who is on assignment overseas. tonight there is new concern about the fire emgency and threat here in los angeles. that's because the santa ana winds that spread these fires so rapidly and destructively are once again forecast to ramp up. the situation so extreme, the national weather service says, quote, t this setuis about as bad as it gets. there is some progress, though. we saw firsthand the palisades fire, the largest, is 14% contained. and the eaton fire is now 33% contained. brushfires sparking even as far south as san diego at the marine corps air station in miramar. in a moment, we take you on the front lines with hot spot crews working these dry hills, knowing the fires could kick up at any moment. the mission is urgent tonight. for now, at least 24 people are reported dead, with many more missing. tonight, about 100,000 people here remain under evacuation orders. and for many, the next big challenge is finding a temporary place to live with not much available, and when it is, sometimes the prices have be

we are going to go to tom llamas, who remains on the ground for us there in new orleans. what more can you tell us? >> reporter: i happened to meet two eyewitnesses who were there when this whole thing went down, and their stories are horrific. this is jimmy catherine and alex birth mitchell. they are locals here in new orleans were out having a great time last night, new year's day, new year's eve on bourbon street. jimmy, start from the beginning. what do you remember? >> everything. i was the designated driver so we were coming south bourbon toward canal. we saw just a large crowd of front. we decided to duck back off into the club just to not have to deal with that. by the time we walked in the club maybe a minute or two past, we seen five frantic females running, ducking under tables, just kind of acting crazy and knowing, living here, what things are going on, we figured something was up. i knew there was a balcony. i told him, let's go, so we went upstairs to have better protection and just to better ourselves and when we got out there, the scene was unreal. movie-

nbc's tom llamas in pacific palisades for us. be blowing 40 to 50 miles per hour. up to 70 miles per hour with wind gusts. that's forecast for tuesday. firefighters are trying to get ahead of this. we were with them all weekend, as they were making real progress. it's the first time we saw real progress in the firefight. they had choppers and planes that were dumping the fire retardant and hundreds of gallons of water on the flare-ups. this is a good sign. as the winds pick up, the situation will get much more difficult here, and much more dangerous. people are still on-edge. there's people that are sort of teetering on evacuation orders, waiting to hear if the fires kick up, if they have to get out. that's happen right now. and we're learning today, the first charges are being niled filed as people who were arrested for looting. the d.a. wants to get people that do not live in these areas and evacuated should not be around here. and they arrested a man with arson. he started a small fire in another part of los angeles. they were

let's start with tom llamas in pacific palisades this morning. hey, tom.ood morning. >> reporter: savannah, good morning to you. the problems here are still mounting. the air quality is low. new flowers are popping up as you mention, and even in the palisades where they have lost everything, look at this water gushing. they are having fire hydrants and the water pressure, and you can see there are open mains all over this area gushing out water, when firefighters need water like that to fight those ongoing fires. there's also a potential curfew they may implement from 6:00 a.m. to 6:00 a.m. because these areas are dangerous, and people are looting. i want to see this. you can't even tell what this was. you can't tell what was inside here. the seats, the steering wheel, it's all gone, and then over here to give you a sense of really how hot the fire burned, this is what firefighters tell me is molten steel. it literally was so hot, it burned the steel off those cars. this morning as crews try to contain those massive los angeles wild fires, new popping up.
