tom sherwood reports. >> reporter: news 4 last week reported that the shadow campaign was part of the focus by the u.s. attorney's office probing the 2010 campaign and its possible use of unreported cash. prosecutors sent out a flurry of new subpoenas to gather information on any cash or contributions that came from businessman jeffrey thompson, a key financial backer for gray and other campaigns. the post reporting new details of the alleged shadow campaign had sources pointing to long-time political operative vernon hawkins seen here in the hat and overcoat on the day gray filed formal papers to run. hawkins, who has worked on field operations for campaigns since the 1970s did not return telephone calls. gray's office had no comment. sources with knowledge of the gray campaign previously have told news 4 that there was some legitimate confusion on who had authority to spend money. essentially folks were paid independent of the campaign, paid cash directly. and the sources tell news 4 that gray's campaign was rushing to compete with adrian finty who had millions in campaign cash. one

tom sherwood has the answers. >> reporter: the district government has installed nearly 500 discounted red top meters, mostly downtown. they were intended for use only by drivers with valid disability permits. they're a good deal for those with permits. >> you get to park for double the time. so you pay the prevailing rate but you get double the time. >> reporter: but tuesday the mayor and d.c. council delayed the program for at least 90 days because of confusion over the new red meters. handicap meters were blue and many of those are still on the street. so what about the red meters? can anyone park there now? yes, they can. >> as of right now, anybody can park at those? >> that's correct. >> reporter: disability rights activists who want more and more accessible parking on city streets agree there is too much confusion. >> a lot of people are very confused about it. >> reporter: the national council on independent living says a delay is a good idea and it says the city is right to find a policy that's fair and cuts down on widespread abuse of placards. >> there is fraud. i don't thin

tom sherwood is here with the latest. >>> for now there is no suggestion td mayor did anything illegal but this was unusual. this week news 4 first disclosed a flurry of new grand jury subpoenas going to city politicians for campaign information involving thompson and his associates dating back to 2003. jeffrey thompson's home and offices were raided by federal agents march 2nd. now two sources directly involved with gray's fund raising say gray himself personally showed up in his campaign headquarters on one day with as much as $100,000 in contributions from thompson and his associates. the block of checks came in on june 10th, 2010. the crucial first reporting deadline when gray was trying to show he was a credible candidate against adrian efficienty. sources say all the $2,000 checks handed over on deadline created a problem to get them recorded before midnight june 10th. one source directly involved said of the thompson contributions the candidate did have them himself. the campaign until then had thought we were going to be lucky to be at $400,000. instead, the campaign reported $

tom sherwood joins us now with the latest. >> reporter: jim, he is not well known to the public but jeff thompson has been a go-to guy in city politics. two years ago when vincent gray decided to challenge for mayor he rushed to quickly set up a campaign and fund raising effort. campaign officials say businessman jeff thompson who holds a $300 million medical contract with the city played a key role in early fund raising for hundreds of thousands of dollars. federal authorities are now stepping up a year-old investigation into gray's 2010 fund raising and expenditures. gray's office was still declining comment on monday three days after the fbi raided jeff thompson's downtown accounting firm offices on 15th street and his home. a spokesman for the office and mr. thompson did not reply to requests for comment by news 4 but some d.c. officials were concerned about the turn of events. >> i don't know what's happening but i do share your feeling that something is very wrong in the district. you know, the influence peddling, the money, you know, people working for the government, showering ot
