. >>> governor tom wolf has signed a bill requiring first-time dui offenders to use a breathalyzer system on their vehicles. drunk drives with a blood alcohol level of 0.10 or higher will be required to do so. >>> one issue remaining up in the air is the controversial soda tax. people on both sides of the argument showed up at city hall yesterday. mayor jim kenny is proposing a 3 cent per ounce soda and sugary drink tax. there's also an alternative approach from one councilmember that includes a container tax that would be a flat rate of 15 cents and would include bottled water. right now councilmembers are considering both options to help pay for universal pre-k, for community schools, and rec centers in the city. meantime, mayor kenny took a swipe at former pennsylvania governor ed rendell, who is skeptical of mayor's soda tax. in a recent radio interview, rendell asked whether sugary donuts would be taxed too. >> so people say, why don't you -- former governor rendell, who should keep his mouth shut, saying, why don't you tax donuts? well, because you don't absorb all the sugar in a do
