one of the other things when director tomlin comes that would be important to know: what is the average hiring time that it takes to get operators into your agency? one of the things that we're confronted with at d.p.h., it takes almost six months to get someone in the door. so during that time, if you're in an area that has a competitive market, people are going to leave. so one of the things we've heard from the operators is, people will come in, they'll get trained, and the wage rates -- and i know you went through a protd oprocess of negotiation last year, and i think it was an increase -- but if people are waiting for job offers, they're going to take jobs other places. it would be important to know what the hiring time is. if that hiring time is extended, we need to think about a way to, again, working in the labor management and environment, that we're getting into an accelerated fashion. >> chairman: thank you. so, we will continue to work with you over not just the 18 to 24 months, but for years to come. i'm going to open this up to public comment, and please ask roger and folk
