secretary and the former governor of the great state of wisconsin tommy thompson joins us. see you, governor or mr. secretary. >> it's great to see, greta. thank you very much for having me on this program. >> tell me, behind the scenes, you used to be in that hot seat. is it fair to give -- >> -- yes. >> all the criticism or not? >> no. it's not fair. because under obama, under president obama, there was no question that the white house had a lot to do with the rollout, had a lot to do with the passage of obamacare. and did a lot to try and implement it. catherine sebelius sort of was in the back side, even though she was the face of obamacare, and when we rolled out part d, president george w. bush says, tommy, it's your responsibility, don't screw it up, get it out there and do it right. and left me alone to do it. completely different kinds of presidencies, completely different ways in which we executed part d versus the rollout of obamacare. >> should she leave washington head held high or get out of dodge and move as quickly as she can to the next stage of her career?

would tommy thompson please come up? >> thank you, bill. tom, alice, it is an absolute honor for me to be working with such a distinguished group of individuals. jason, bruce, thank you. pete, dan. as a former governor and secretary of health and human services, i have had the opportunity to look at this problem in different ways. they are all very complex, as you have heard, and it is difficult to come up with the answers. people do not realize that the states of the individuals who will be held holding the financial problem and try to come up with a solution. because medicaid, which is really more the responsibility of states, though it is funded by the federal government, is responsible for almost two of long-term cost care. one third of the medicaid budget, $400 billion. increaseis going to out of what is required in the budget to take care of the long-term care problem. state level. the >> moving to individuals who do not want to stay in their home. opportunity for health services to take care of those individuals. that is what we have

it hurt tommy thompson, he only ended up getting a third of the vote because he had been on health cares supporting obamacare before. there is a significant portion of the republican base that figured out that big business, big government are friends and that they're not friends of the conservative base. so in any primary that is not going to be the majority of the base, but it will be a considerable chunk. and i think it will hurt jeb bush in the primary. >> and the problem of the gop establishment in a nutshell, this article on jeb bush, the fact he is so well connected, that is the reason that he is a frontrunner. he has the name and the pedigree, and a rolodex of donors, the reason he has this article, precisely because he is so well connected. >> absolutely, it is a double edged sword. he will be able to raise big dollars because he is so as you stated, connected. but at the same time it is a liability because the republican party base is unified at one thing, in their hatred of obama. and the em bodiment of that hatred is obamacare. and he is part of that board that championed it

tommy thompson and w 2. let's let the state legislature and state legislatures customize the benefits. experiment with the ideas of getting people back to work. same with medicaid. medicaid is a program that's going bankrupt. medicaid is a program not working very well. we also argue that we ought to have the states take the lead role. they already basically run the program now. we want to give the states more flexibility to cater to their populations. those things save money. federal employees, i will give you an example. we think federal employees should pay about half of their pension benefit just like people in the private sector who pay the taxes for the federal employees do. that's there is a lot of things that can go on and on which, taken together, saves money, cuts about $5.1 trillion and that gets us to a balanced budget and then we get into surpluses so we can start paying off the debt. >> part of it is to it repeal obamacare, right? >> yes we do repeal obamacare. >> i'm sure you have seen so. cri
