chaplin has been named the interim chief. he's been focused on accountability and transparency. this morning, we spoke with former san francisco police chief tony rivera. he was in office from 1992 to 1996. he says pushing suhr out missing the point of any true reform. >> you know, is it really what you want to do, focusing on the one man rather than the issues? you know, there's a lot of issues involved in a successful police department. crime control is one of them. we have a fairly high crime rate now. >> reporter: there will likely be a nationwide search for a permanent replacement. ribera believes internal candidates should be included in the search. he also says there's a fundamental problem labels the sfpd as broken. >> some things we need to do to improve our relationship with the community to improve the situation. but let's not indict the whole department. >> reporter: despite protesters who went on a 17-day hunger strike, they say they are happy that the chief resigned and will be meeting with the acting chief and they ask that the mayor resigns as well. they have submitted the first of the paperwork necessary to recall the mayor. th
