chris patten, then chairman of the bbc, sent for tony hall, a former director of bbc news, who directedhouse. i'm standing on the edge. after steadying the ship, hall's big challenge was to negotiate a new charter for the bbc. central to his deal was the bbc taking on a welfare payment for free tv licenses for the over 75s. hall considered this nuclear. did you threaten to resign over that? i thought about resigning, but at that moment i thought you have got to get in there and try to stop this or ameliorate what they're proposing to do. did you make it clear to them that this is a welfare payment and that's what governments do and not broadcasters? yes, we made all of those arguments. it was one of the most difficult and tense sets of negotiations or discussions i've ever had. the bbc has now said it will only pay for those on pension credit, a level the government decides on. at the end of that negotiation, which you led for the bbc, the bbc had a time bomb placed underneath it, and that time bomb is going off just as you are leaving. you call it a time bomb, i say we've come to a sol

but also told me, i talked with tony montoya and he said listen to what you're not hearing. you're not hearing a call for hearings or change at city hall. the mayor, the supervisor stepping up and saying anything? part of them is because some of them support beaudin. it will be interesting to see where this goes going forward. i've talked with law enforcement on both sides of the issue and defense attorneys around the bay area and there are other cases like this every day. that don't get the attention and haven't risen to this level of tragedy. b but oft times people are released with little or no supervision for what are considered nonviolent crimes and that can include having possession of a gun. that you can even get out for that these days under the crunch. so another one of these could very well be happening sometime down the line. that is another tragedy waiting to happen as we continue to grapple with what to do going forward. >> exactly right. this is certainly touched off a very sensitive topic in san francisco. read phil's columns in "the san francisco chronicle" on sundays and wednesdays. thanks, phil. >>> the nation is watc

francisco i spoke with tony montoya, the head of it, he said we're talking but said most surprising we're the only ones saying anything. haven't heard much of anything out of city halln so it doesn't happen again. >> how does this impact relationship with the police going forward? >> it's not good, first thing everybody did was point fingers, saying i'm not going to point fingers but look at who didn't do what, san francisco police or the parole office. but you know, as i said, every solution has trade-offs. as a state we decided to do criminal justice reform, don't want to incarcerate people for nonviolent crimes. this is a classic case of not incarcerating someone for nonviolent offenses. can get out of hand, drunk driving allegedly, gun in the car allegedly with a clip that's illegal allegedly and burglary tools and history of burglary, but each of those individually is nonviolent. we're making that call as a state. who has blame? you and me as well, we voted for these. >> everybody's got some share of this. got to get tightened up, the system, no question about that. phil, appreciate the time, reminder to everybody, read phil's column in the "san francisco chron
