i'm tori campbell. oakland has two new chiefs. the announcements came late this morning. the city appointed a new police chief and fire chief. tara moriarty is live from city hall to tell us why one appointment is making history, while the other may be long overdue. tara? >> reporter: well, that's right. after being overlooked once in the past, howard jordan has finally clinched the title he's always wanted as oakland's police chief. city officials say they took their time making this decision and when we asked mayor quan why it took so long, she said she was "preoccupied." >> please welcome me today in welcoming chief jordan. [ applause ] >> reporter: quan appointed jordan, the top dog of the department one week ago. that was during a secret phone call. affectionately referred to as ho-joe. jordan served the department for nearly 20 years. for the past five years he's been the assistant and interim chief. the media tried to go to him with questions about the occupy movement. city officials really deflected that. jordan was passed over the job five years earlier. so when

i'm tori campbell. as promised, the bay area saw quite a strong storm overnight and early this morning. we have team coverage of the storm. we begin with claudine wong talking about all of the accidents out there. good afternoon, claudine. >> reporter: good afternoon tori. things look good now but it was a rough morning. chp said they responded to 125 incidents. many were minor but one in the peninsula was fatal. it can happen in just an instant. in san mateo, the chp says two brothers were headed to san carlos when they crashed along highway 101. for some unknown reason, he lost control, hydroplaning and struck the median. >> reporter: the driver died. just after 5:00 this car landed on its roof along highway 101 in san francisco. a half-hour later in oakland, this car spun out of control on interstate 880. both drivers were okay. but traffic was backed up for miles. and in this solo crash on the fruitvale offramp, he's not sure what happened. >> i was coming off the offramp. it was completely dark. it

i'm tori campbell. the institute had two campuses, one in san jose, one in oakland. both of them are closing down because of accreditation problems. alex sav ing joinsidge is live with more. >> reporter: well, students feel like they've had the rug pulled out from under them, after spending money and time. among other things, they talked about how to recover tuition money. this is all happening because this for-profit college, the institute of medical college, is closing. they were not licensed, one thing. students were met by state regular laters when they came to school this morning. they were informed the school is closing down. >> i'm terribly disappointed. they put their trust and money into them. >> reporter: this school is not an acreditted institution. still, more than 200 students spent tens of thousands of dollars pursuing degrees in nursing and dental hygiene fields. >> they are criminals. they found the perfect crime. they've taken everybody's money. they've targeted single mothers. >> reporter: many of these students signed up for classes at the institut

. >> i'm tori campbell. it is friday, february 10th. investigators are trying to figure out what sparked an overnight fire at a lumber store just before 3:00 this morning at rafael lumber and building supplies. paul chambers is live with how firefighters were able to get the flames under control. >> reporter: good morning, tori. within the past hour, the crews have actually left the scene. as you can see, they have turned it over to the people that work inside the building. they are cleaning up the inside and outside. they had to go in through the front door but you can see they are now cleaning things up. it took about 35 firefighters to fight the flame. then the flames were leaping 30 to 40 feet in the air when they arrived. crews were able to get this under control within an hour. there's paint and lumber inside the building, highly flammable pees of equipment. investigators say things could have been much worse. >> it was quite a bit of lumber and storage on the outside of the building. we're not sure how it started. about 35 firefi

i'm tori campbell. >> and good morning.k. >> we're begin -- we're beginning with overnight news. a firefighter is being treated for a heat exhaustion after an early-morning fire in castro valley. tara moriarty has been out there all morning. you are -- you are saying this fire is connected to animals kept in a garage. >> that's right. reptiles need to be kept warm year-round and the homeowners used a livestock to keep the animals warm and that heating pad malfunctioned. the call came in after 3:00. flames shot through a nearby bale of hay and spread to the attic. the animals were able to escape unarmed -- unharmed. >> for turtles, they moved quickly. >> when it is warm, they actually move fast. they can be very animated. >> reporter: one firefighter suffered overheating and exhaustion and was transported to eden hospital. the battalion chief toll us the firefighter had to carry heavy equipment a long distance in trying to battle the flames. he's expected to be okay. crews estimate the damage at about $50,000. i'm tara moria
