i'm tori campbell. it's wednesday, january 12. the investigation is underway into an early-morning fire at a san jose pot club. it started a few hours ago at the club on drake street. one witness says he knows e xactly how the fire started. kraig debro joins us now with this live report. good morning, kraig. >> reporter: good morning, tori. the witness says he knows how it started and another business owner says this was preventable, first the house on drake street. you can see om of the debris out here. it took firefighter a long time to put all of this fire out. know, the witness says this -- now, the website says this power line, he heard it when it broke free, around 3:04 this morning. what he heard was a lot of h issing and this was not the closest fire station that came here. they don't have an engine. so the truck company that came from that station does not have water in the truck. so they had to wait for another station further away to get here before they started to put out the fire. >> when that truck did get here. it w

good afternoon, kraig. >> reporter: good afternoon, tori. work on this 170 million-dollar project started at 7:30 this morning. that's when crews shut down fifth avenue. take a look at those four metal beams on either side of fifth avenue. well, we were here this morning when crews moved them into p lace. according to a construction supervisor i spoke with, each of these things weighs 19 tons. each was moved in by a crane. this is called the fifth avenue retrofit project. it's one of eight up and down -- down 880. crews say this part will be done in 20 -- 2013. they will do this in three s tages of when the project is finished, it will like like your screen on the right. it will be up to 12 feet wider and seismically safer than the old road built after world war ii. crews have to do it in part in order to accommodate i-80 traffic. >> this is one of the most difficult projects i've been on. we have to build the bridge, demo the center out, move traffic over. we have to do it in stages. we can't just build it and l eave. >> so after the first

but would also like to introduce tori, with us from the department of recreation and parks. here to answer any questions you might have directly from that agency. i have a short power point presentation i will use to present this item. particularly because there are new members on the committee, i will take a couple of minutes to go through this project. it will be very brief. i will describe in a general sense the plan for providing temporary parking at the palace of fine arts for the benefit of exploratory fine arts theatre. both are tenants of the parks department. identifying specific tasks and budgets for memorandum agreements with recommendations for approval. the presidio parkway project is the connector between the golden gate bridge and the city of san francisco. basically it transmits through the northern segment of the presidio national park. part of the golden gate recreational area. a vital transportation link in the area. it is certainly the connector to the northern counties to the san francisco peninsula. the project has been planned in two phases. phase one
