but i've got to add it on the tpa bill as well because that's the only way i can assure that once and for all we address this because this is of great need. let me just explain very briefly what this mtb bill does. this bill would allow companies to apply for duty suspensions directly on a predictable schedule. this carefully crafted bipartisan compromise would allow for the mtb process to move forward in a post-earmarked era while still maintaining a role of congress. the bill would explicitly allow members of congress to submit proposals for duty suspension to the itc, which would be equally considered along with the submissions from the public. this bill also ensures that bills are properly developmented. once the provisions are assembled into an mtb, the bills would be considered in the same way it currently is. this reform bill does not provide a fast track process or limitations on floor attempts. i would encourage all the members, this is a very grave issue for many manufacturers. these are duties imposed on them when they purchase something. it goes into a finished product and

i want to mention the amendment i filed to the tpa bill. while i do not intend to ask for all of this today i want to reiterate my concerns about the trade agreements containing immigration provisions even before i became the chairman of the judiciary committee. back when i was chairman and ranking member of this committee i opposed previous administrations attempts to include immigration provisions and i demand that the judiciary committee be consulted on anything related to immigration. despite opposition from congress ustr included immigration provisions and trade agreements with china and singapore in 2003. since then consultations with judiciary and finance committees have taken place but these consultations are really consultations and they do not provide a mechanism for ensuring that changes to our immigration system are included. when ambassador froman who is before this committee last week, specifically asked him about the immigration provisions and tpp. he told us that they are not negotiating anything in tpp that would require an

we have talked about the importance of tpa and i agree with what senator wyden said. this underlying bill is extremely important because it will extent opportunities for workers in my straight in and around the country. in the meantime there have been hundreds of trade agreements negotiated by other countries. this means we have lost market share but as we do this let's be sure it is fair to american workers and right now the playing field is tilted against us. we just had a discussion about this in the context of senator's summa and legislation. everybody around the room agrees that currency manipulation is something we ought to be prohibiting. senator schumer talked about doing it through a specific mechanism. i support that and i am a cosponsor of that legislation but this is within trade promotion authority's, that we look at currency. the specific measure that senator schumer talked about because it is targeted and has to do with those partners that we negotiated a free trade agreement with and we are very careful in terms of how we do it. i heard earlier from the treasury department
