but i've got to add it on the tpa bill as well because that's the only way i can assure that once and for all we address this because this is of great need. let me just explain very briefly what this mtb bill does. this bill would allow companies to apply for duty suspensions directly on a predictable schedule. this carefully crafted bipartisan compromise would allow for the mtb process to move forward in a post-earmarked era while still maintaining a role of congress. the bill would explicitly allow members of congress to submit proposals for duty suspension to the itc, which would be equally considered along with the submissions from the public. this bill also ensures that bills are properly developmented. once the provisions are assembled into an mtb, the bills would be considered in the same way it currently is. this reform bill does not provide a fast track process or limitations on floor attempts. i would encourage all the members, this is a very grave issue for many manufacturers. these are duties imposed on them when they purchase something. it goes into a finished product and

our intention is to mock-up the tpa bill and also trade-related bills later this week. this legislation is a long time coming. tpa expired in 2007. while talks of various trade agreements are gone since that time. without tpa in effect, our nation and negotiators have been effectively negotiating with one hand tied behind their backs because they've not been able to assure our trading partners that the deal they sign is the one that congress will vote on in the end. our legislation will fix that. i want to thank ranking member wyden for his support and assistance. we've got a long way to go, i'm confident we can get there. now, some of us expressed concerns about the process by can we're moving this bill forward. for example, i've heard examples that we're moving too quickly without examination. those concerns in my view are very unfounded. first of all, the bill in which our tpa legislation was first introduced in january 2013. since that time it's been available for examination, discussion, and comment. thousands have weighed in on the merits of that bill including bus

i want to mention the amendment i filed to the tpa bill. while i do not intend to ask for all of this today i want to reiterate my concerns about the trade agreements containing immigration provisions even before i became the chairman of the judiciary committee. back when i was chairman and ranking member of this committee i opposed previous administrations attempts to include immigration provisions and i demand that the judiciary committee be consulted on anything related to immigration. despite opposition from congress ustr included immigration provisions and trade agreements with china and singapore in 2003. since then consultations with judiciary and finance committees have taken place but these consultations are really consultations and they do not provide a mechanism for ensuring that changes to our immigration system are included. when ambassador froman who is before this committee last week, specifically asked him about the immigration provisions and tpp. he told us that they are not negotiating anything in tpp that would require an

secretary earnest: the resident believes a strong taa package should move along with a tpa bill. this needs to be part of what we believe is important. the president addressed this in the news conference when he talked about the fact some people point to communities where -- that have not benefited from previous trade agreements. despite the fact there have been important contributions to global economic growth and even economic growth and job creation across the country there are communities that have been hurt by this. what the president has said is we are going to include enforceable provisions in this trade bill that were not included in previous trade agreements that will serve to better protect those communities. we also want to make sure that our communities and workers are -- can benefit from assistance to help them benefit from these trade packages. a lot of these trade adjustment systems include things like funding for job trading so that when you have workers who may be negatively affected by one aspect of a trade deal, they can stand to benefit from the upset by going
