projects like sunol valley water treatment expansion, trader -- treated water reservoir, and harry tracey water treatment plant long-term improvements, to name a few. those are the engineering contracts to support those projects. package 5 is to provide construction management services for new irvington tunnel and bay vision pipeline. we realize that the contractor basically -- the request for information volume was such a large volume that we had to make sure that the construction management and also the engineers were on top of this, so that was some of the reasons. and then also, the contractor for the tunnel accelerated the schedule and moved from two to three shifts, so the construction managers had to move to three shifts as well. then, the last package, package 6, is for program construction management, and this is for aecom. the plan is that we are pretty much phasing out the parsons peace -- piece, which was program management pre- construction. we are phasing that out and moving those resources to aecom, which is the program construction management. certain services that we thou

once again, harry tracey is at the top of the list. with a contractor on board, we have a better understanding of the efforts that would be required to address the complexity of the construction more to be done at the plant. we need to keep the plant operational to facilitate construction there. also, new construction management resources for the year that is happening for that project. permitting agencies have imposed a number of additional requirements of the past few years. in addition to that, we are covering a three-year post- construction as well as maintenance and endowment accounts in that project. i will do a few more projects here. the delivery cost increases are associated with the number of items that were added to the project that are associated with fishery improvements, investigations, a bridge to a pg&e power line, and finally on the peninsula pipeline, i did tell you that geotech information revealed the need for additional scope items, and that increased some of our delivery cost for that project. if you want more det

nbc's tracey potts joins us from washington with more. good morning. >> reporter: good morning, the president says we're seeing progress, what's unclear is how quickly the progress might lead to a deal. if that could happen before this deadline, two weeks from today. president obama likely to sit down again with democrats and republicans before the end of this week. to try to hammer something out. both sides set to talk later this morning. and also, on the house floor today, a vote on the cut, cap and balance bill cutting the budget, capping the federal spending and calling for a balanced budget amendment. democrats say it is too harsh on medicare and social security. but there's another plan out there by a republican, that's even tougher, $9 trillion in cuts, $1 trillion in tax increases, by republican tom coburn of oklahoma. tax increases, against the will of his own party. his plan would require veterans to pay more for their medical care. none of this yet wrapped up. lynn? >> thanks so much. now here's your "first look" at other news
