tracy: okay. >> rising and moving higher, which is a good sign. tracy: so then what should they do tomorrow in what should we hear from the fed? operation probably ending, no short term securities left to buy, buying mortgage-backedded securities. is this necessary or should we, at some point, just step back and let the little kid try to take its first steps on its own? >> i am hopes the members of the fed who prefer the focus to be on the economy and economic signs that monetary policy is right as compared to those who promise what the rate will be in 2013 and 2014. that's a real mistake. tracy: right. that's difficult. are you worried about the value of our dollar, though? >> well, the value of the dollar's been holding fairly well in here, just as commodity problems felt stable, also, the value offthe dollar held steadier, and it looks at this point as if u.s. exporters are doing a little better and u.s. producers are driving out some of our imports so that was good news, more economic growth.

tracy: obamacare.ecision day states will let washington know if they will know if they will set up their own health care exchanges or what the federal government will do in regards to doing it for them. herewith the latest, peter barnes, the fox business senior correspondent. >> more than that. we have the full screen. 18 pluwashington dc said they will create they're around. 26 states will let the federal government run it for them. six states chose a partnership as a test run to see who works. one of the most important pieces of obamacare the obama administration projected 23 million would gehealth care insurance through the exchange by 2016. tracy: more than half. chris christie said no from the beginning. south carolina, louisiana, wiscons in said no. we will take matters into our own nds? >> governors like chris christie have big concerns how they may operate and the fed did not give all of the details on what they want them to be and standards. some governors held off for collison. >> part of the

tracy: u.s. companies are leaner and meaner thannthey have been probably in my lifetime but there is this looming fiscal cliff. do you think we will get a deal before the end of the year? >> i have absolutely no idea. there is low hanging fruit. strongly both sides do not want to see the other 30 some million people as married under it. there could be so low hanging fruit. they coulwe could get some sortf compromise on the bush tax cuts, but there is a two-stage process and we are only focused on the first stage representing the deadline just getting some sort of a deal. the extent we get one, there is a breath of relief and then we start to look at the details of whatever the deal is in the implications for the economy for the market and corporate earnings and all those things. i think we're not quite at that stage yet. tracy: we have a meeting on wednesday, we will hear results of q4, more stimulus, what do you expect to hear? >> operation twist, the fed selling some of the dated securities to

tracy: a lot the happy. macdonald, nothing is ever as simple when it comes to new rules. liz: i love when congress says we are going to pass the new rules, the new irs used to deal with it. tracy: don't kill the messenger. liz: health reform is blowing out circuit that the irs and basically printing on pneumatic tubes, earnings for the bandwidth of the irs, and health reform so right now talking about 159 new pages added to the code to handle the new obamacare taxes on dividends and so the other issue too is a new irs form taxpayers have to fill out to comply with the new rules. this is to collect $32 billion a year, $318 billion a year, $32 billion in the year, $318 billion over ten years. that is what they're looking at but the issue is what about the burden for individuals. this is a former irs official saying yes, it will increase the burden for individuals. we have doug shoen, irs commissioner telling congress this paat summer that you write the laws, we interpret them. if you disaaree, taxpayers, or yo

tracy williams is an example of that. what happened to you? >> my group and i put together an application to start a charter school and we have been repeatedly stone walled. >> you wanted to do this because of your own daughter's experience. with a good teacher you got together with people and said what are the rules? we will start a charter. the first application was 100 pages denied. did they tell you why? >> at that time they it said there wasn't a need for a charter school we had typographical errors in the application. >> there what a need for the charter school. wouldn't mcdonalds like to say that to burger king? >> yes. >> you had errors in the application. you fixed that? >> yes. questi we fixed the errors. we had to get more people involved. we needed to show more parent support. the firs application at the put in 70 letters and other 125 letters. >> still denied? >> still denied. >> this is typical? >> it is becoming more and more typical. the whole purpose was to create new public schools open by choice held accountable for results
