. >> nbc's tracy potts joining us from washington. tracy, what sort of last minute deals are we hearing about today? >> reporter: yasmin and frances, late last night for three hours house speaker paul ryan met with some of the more conserve 2i678 members pushing against it trying to get them to flip in favor of the republican health plan. at least one flip against the republican health plan. and now we've got new numbers this morning showing that all of this is having a negative effect on president trump's approval rating. take a look at the numbers from this latest quinnipiac poll. his approval rating slipped a few points from 41 to 37 just this month. along with numbers slipping with some of his key bases of support, people who got him elected, men down 6%. republicans down 10%. white voters down 5%. again, this is just in the last two weeks. now, the president has said republicans who vote against this could face some push back and now we understand that the koch brothers are funding an effort to support those who vote no. >> we're

. >> joining us now for more is nbc's tracie potts. will we see the votes they need and if not, where is the finger pointing going to go? >> reporter: we don't know. the white house says the president is not taking the blame for it. it's up to how the lawmakers vote. is it going to be muenough to g it done? let's look as the rules committee gets under way. once their work is done, they will decide approximately when the vote will happen. one of the things that may be swaying lawmakers, the cost of the bill. the congressional budget office weighed in, yet again with the revisions made. still 24 million people expected to lose health care. now, half as much savings as originally projected for this bill. they are not saving as much money. still a lot of people losing health care. that seems to be the concern. the sticking point for the president, he did not want to budge on insurance companies covering pre-existing conditions. keeping them on with their parents until 25 years old. a block of conservatives deciding whether or not they are

. >> joining us now for more is nbc's tracie potts. bottom line is will they get the votes they needed, and how is the finger pointing going to go? >> reporter: that's a good question. sean spicer was asked, is the president willing to take responsibility win or lose? he did not say yes. he said the lawmakers are going to vote how they want to vote. the white house apparently not necessarily taking responsibility for that. now, those 32 votes that you talked about, some of them are softening. some of them seem to be shifting around as they start to thinking how their vote will be perceived back home. the other thing that's hag an effect on this, the latest cbo estimate, the congressional budget office says 24 million people will still be uninsured under this bill, even with the changes, but that the savings has dropped by $187 billion. so less savings with the same number of people uninsured. the other big issue here, a big sticking point for president trump, was covering pre-existing conditions and people who want to stay on their par

for more we are joined by nbc's tracy potts. which departments will we see the biggest cuts here? >> reporter: jasmine's let's look at winners and losers. in just a few hours we'll see the document. the biggest winner here, the milt tri, the pentagon, the defense department, that $54 billion that you talked about, it's a 10% increase. one of the biggest losers, the state department. they're looking at 28% of their budget being slashed and overseas this morning we heard secretary of state rex tillerson say essentially, they'll work with that. they'll become more effective and more efficient operating with fewer dollars. another big loser here, the epa, the environmental protection agency losing approximately a quarter of its budget. some of that from regional programs like the chesapeake bay and the president wants to put in this budget 1 1/2 billion dollar toward the border wall. one of the things that he doesn't want to touch at all, social security and medicare, the biggest parts of the budget as a result critics say the very concern that social programs, educational programs, p
