tracie potts is live on capitol hill. tracie what, will the plan do and what are the critics saying about this? >> some of the critics are from his own party, like lindsey graham o who say part of plan is fine but the other part severely limiting green cards could devastate the economy. this is a plan that comes from capitol hill. a couple of republican lawmakers working on it since february. announced at the white house with the president's backing. it would change the immigration system by setting up a points system and applicants would get points if they speak english, if they have high tech skills, if they are educated. to some degree it would be based on age. they're trying to get more skilled workers into t country, which means low-skilled workers would be pushed to the back of that line in terms of legal immigration. that's the concern that, by severely limiting green cards and pushing a lot of those workers who now work in our restaurants and on farms and construction and hotels, a lot of those workers would not be
