traci is at central valley. there's thick fog there causing issues with visibility. construction is over the bay bridge and the san ramon. we'll have more in our next report. >>> this morning an oakland police officer is off the street after killing a man wanted in a drive-by shooting. the police chased two men in a car for ten minutes late wednesday afternoon. that chase ended at 85th avenue and san leandro streets. the suspect fired shots on lockwood near 78th avenue earlier wednesday. police say the man who was shot was armed with two weapons. officers arrested another man in the car. police say they lost radio communication during a crucial time of the chase. >> enter interstate 880 traveling westbound to downtown oakland and exiting 65th avenue. at this point our communications system went down and the officers talked to themselves. >> captain joiner says radio problems are nothing new for the department. the officer is on paid leave during the investigation which is standard police procedure. >>> this morning the oakland school district is dealing with question

nbc's tracie potts joins us live with all those details. good morning to you. >> good morning, lynn. let's start with health care because the debate begins today in the house, and republicans have some real issues with the government requiring everyone to get health insurance. they also say they're not quite sure how much all this is going to cost. especially for businesses. the congressional budget office is saying if they're successful in repealing the health law, it could add $30 billion to the bottom line. lawmakers are promising today's debate will be civil following the arizona shootings. also, today there will be new legislation introduced in the house that would prevent those high capacity magazines from being sold in the united states. the type that was used in the arizona shooting. this is being sponsored by new york representative carolyn mccarthy, who, by the way, her husband was murdered by a gunman who was using one of those types of magazines. they were banned for a decade in this country. now very few states in the united st
