tracy: i'm glad you asked.ber, the narrative around emerging-market assets a few months ago was that they were supposed to suffer, not just because the fed was tightening rates, but because we had donald trump becoming president, and with him comes potential protectionist trade policies. now fast-forward and it seems like e.m. assets are the big success story of the year. should people have been that surprised? our colleague pointed out that the last time we had a really big em rally was during the fed hiking cycle, between 2003 and 2007. you remember that hiking cycle also coincided with a softer dollar and loser financial conditions, and that seems to be what is happening right now. of course, that is helping emerging-market assets once again. as to whether some people were caught offguard, it's definitely true. i saw jpmorgan fixed income analysts saying they went under weight on e.m. bonds just after trump won the election, and now they issued a mea culpa. certainly, some people caught off guard, yes. matt:

anna: tracy thank you very much,. tracy alloway joining us from dubai. is still with us to talk about oil. it seems that the combined efforts of opec in one direction in the u.s. shale producers and the other have for some time been keeping the oil price down, but now we see the break to the downside. does that continue? >> it's back to the rate where they said they would reduce production. we could see oil in balance, and they have to lower the sulfur content, so it changes which oil is the right oil to use. at the same time, you are going to get a tall day of inventories later in the year. this could just be a blip. i think oil is well spotted in the mid 50's. we could see it spike next year. short-term i think it is just noise. this is a reaction to the increasing rip current in the u.s., but that takes a while. it will take even longer to hit the international market. by the time it does, the drawdown will have started. they have plenty of domestic to sell, and they are going to continue -- this is volatility of oil. it is four times more volatile. l

we're joined by tracie potts live in washington and tracie, what more can you tell us about this report? >> nbc went to that small island in the mediterranean cyprus and dug up sources at a bank w stashed, this happened years ago, and this was money that belonged to president trump's former campaign chair, paul manafort who had been doing business with a russian tied very closely to vladamir putin. according to one source, millions of dollars paid to influence u.s. media and to influence u.s. politics. now, when questions started to be asked about some of these accounts, about some of this money, some of those accounts were closed. paul manafort in a statement through his lawyer says there was nothing illegal that the accounts were closed before the bank collapsed. of course all of this happens as two committees here on capitol hill are investigating any russian ties between the trump transition, there's a senate hearing that's happening today and of course the house intelligence committee where a lot of the focus has been on devin nunes, the house intelligence chair, is refusing to ste
