tracy? tracy: top did laments from the u.s.nd north korea are set to face each other at a summit just days after the yuan hit pyongyang with harsh new sanctions because of its nuclear program. secretary of state rex tillerson and his north korean counterpart will be in the same room this sunday, haslinda, what are we expecting? tracy, this is one of the rare opportunities to engage with north korea. one of the few meetings north korea attends along with stakeholders in the korean missile appeared the u.s., china, russia, japan and south korea. with tensions rising in the korean peninsula and pyongyang wanting to ballistic missiles in july alone, there is an urgent need to put a lid on north korea's nuclear weapons program. this is the chance for all of the leaders to talk about that. we heard from south korean leaders, the foreign minister, who said she is open to discussions with the north. the last time the two sides talk to each other was back in 2015. there has been great tension. leaders just yesterday came out with a stat

tracy: welcome to the "best of bloomberg markets: middle east." i am tracy alloway. the major stories driving headlines this week. a possible easing of tension in the gulf. iran says it may engage in a diplomatic exchange with saudi arabia. we look at the possible implications for markets. taxing times in the uae. a new excise on tobacco and soft drinks will start from october 1, the first in a series of reforms designed to make up for lost revenue from lower oil prices. saudi bonds make a splash. bloomberg's mideast finance reporter looked at what is driving demand for the kingdom's debt. reporter: demand is still pretty high from local investors. what we have seen in saudi arabia as a result of the spending cuts the government has done, demand in the private sector has dried up. banks are looking for decent assets to buy. there is a lot of demand for these issues. if we compare it to last month around 58 there was billion rials on the table, this time it was just over 30. we are seeing demand is perhaps not as high as it was last month. we are starting to see inter

tracy: scenario where the u.s.acks away even more from iran, does europe become the de facto business partner? jean-paul: that is a great question. iran is looking for its own hong kong. hong kong made a great role for multinationals to enter the chinese market. it used to be played here in the uae in general and dubai in particular. if you look across the region, there is not seem to be a lot of willingness to take on that role at the moment. the question is, who is going to be iran's hong kong. moves coming out of the market like oman, but they are too small. if i look like delhomme -- if i look at doha, they are tied by the natural gas deal. qatar has many of the benefits the uae has, in terms of a welcoming investment climate. tracy: a bit of a contrary and take on qatar. i want to dig into that with you in a few minutes. in the show, we will be joined by the uae minister for if a structure development. we will get his take on the country's economy and the impact of a prolonged spat with qatar. this is bloomber

tracy: i am tracy alloway in dubai.ting down to the market open in emirates in just over an hour. our market reporter, philippe a shadow joins us. you brought us a chart to illustrate some of the telecom story in oman. >> we are seeing a little bit of the biggest deal in the telecom industry that we have in the middle east right now. involves two big companies from oman and kuwait. they are buying close to 10% of shares in the kuwaiti market. we saw initially when the deal was announced, we saw a very divergent reaction. omant gained a lot while fell considerably. that oman tell was paying too much in a deal that no one exactly new what would be and how the gains would come. now at the end of last week, we saw quite strong recovery with omantel shares. people are considering the stock has depreciated so much that it is time for a correction. it is not going to be as bad for the company as initially it could be seen. and itergies are there is a way that they can capitalize from this and percent stake. .racy: -- from this

i'm tracy alloway.d developer group is putting more than half $1 billion into the city's residential market. to the ceoclusively about his plans and the challenges faced by the emirates real estate sector. guest: we have seen a lot of influx of its investments right now in this part of the world, especially in dubai. dubai has become a safe haven for a lot of investment, especially in real estate of element. that's why we see a lot of funds coming from europe and the middle east where we have some trouble areas. i do believe the market is here in this part of the world is very stable going forward. tracy: i want to dig into the dubai property market in just a little bit. before i do, i'm curious what other challenges you think might be affecting the goal robbery sector -- the gulf property sector. guest: pricing is becoming a big challenge. we have what we call the sustainable communities. to buy is becoming big -- dubai is becoming big. some other cities in the middle east are becoming big. that is why

tracy: hold that thought. to the field interview on the subject of whether or not prices can continue to rise in the u.s.. let's take another listen. >> were not seeing a slowdown. in terms of capital coming out of the region, and certainly not the impact on real estate prices. if you look at where transactions have been happening are the of 2017, prices still continuing to be strong in places like london and new york, and sometimes it is from asia, sometimes other regions. >> how is it possible you can take that much capital, that would flow out of the equation, and capital that was willing to purchase assets at high valuations, and not have a substantial impact on the market? that there are a lot of headlines around how much capital's coming out of asia. i think the reality is that it is broad-based. we are selling to european institutional investors, middle eastern institutional investors, chinese or asian investors were often part of the equation not the only capital. we do continue to see good fund flows

tracy alloway was there with the details. tracy: let me set the stage.is a meeting by opec's technical committee. it has been getting a lot of attention which underscores concerns about compliance with that production cut agreement. compliance is said to have fallen to 86% in july, the lowest since the agreement when into effect in january. in terms of what we were hearing, what was discussed at the meeting, one interesting subject was the topic of internal versus external production estimates. the uae and iraq said that opec's estimates of production were the ones at fault for any alleged failures to comply, placing the blame squarely on those external estimates. the outcome has been pretty much what you would expect. a statement from opec talks about constructive discussions. interestingly, they do names of specific actors. they say it "the uae, iraq, kazakhstan, and malaysia all expressed support for the existing monetary mechanism." to be honest, that is what we've seen before. after the st. petersburg meeting, the uae expressed similar commitment to

tracy: you mentioned the abu dhabi market.here's been some concern about rental slowing down there, and that could potentially impact your rental growth targets in the short-term. how much of a concern is that for you? guest: we are tracking on target to our guidance from all our recurring revenue assets for 2017. as i said earlier, we have a very strong portfolio of assets, probably the best portfolio of real estate assets in abu dhabi. we are showing resiliency. we are outperforming the other assets and their respective asset classes within the city to -- due to that quality. tracy: you are very active in retail as well. any signs of weakness there? guest: going back to the fact we have a very strong retail portfolio, experiencing very good footfall. we had one of the best sales events we have ever had where we had over 250,000 people come visit our mall, showcasing how people are coming to our strong resale assets. not boding well for the retailers who are competing against our resale assets. tracy: diversification has been

tracy: not at all. all right. walk us through some of the uae's upcoming plans in terms of infrastructure spending. we've had reports saying you are looking to increase that spending. what is the thinking there? guest: the infrastructure, as far as ports, airports, roads, rail is actually trending within the region. as far as the ports, we are putting 25% into the $60 billion division that has been put into place in the united arab emirates for the next decade. we are looking into plans for improving our port facilities during the next 10 years. tracy: talk to us about the financing that you envision as you seek to improve various infrastructure projects and transport development in the uae. is the scope for more public-private partnership? guest: no doubt that the issue is trending today. it is not only in the united arab emirates, but a worldwide issue. we also have the private sector as a partner in most of our projects, whether it is an infrastructure project or other projects. we are driven by the private sec

we have slow traffic of tracy this morning.ll talk more about that next. >> following developing news in the east bay where there's been another freeway shooting. this is the second in a week and the number of shootings on highways when you add it up, it's a dangerous trend. >> amy hollyfield live at the chp aucoffice in hayward with t investigation. >> reporter: yeah, the 92nd highway shooting in the bay area in the last year and a half. the second one this week. the chp tells us it is a high priority for their offices to put a stop to these shootings. here's a look at a familiar image that comes now associated with the shootings. a highway backup as the chp gathers evidence and shuts down lanes on the freeway. this was northbound 880 in hayward just south of highway 92. this was around 10:00 last night. the call came in that someone utsde the car window and shooting at another car. no one was shot. the passenger was hit with some glass but is okay. we asked if this shooting is possibly related to the one that happened monday

tracie, what parts of the state is he going to visit? >> he's going to corpus christi and austin and areas where harvey initially hit as opposed to houston, which is really now in a crisis mode, flooded with water, dealing with the security of a presidential visit isn't feasible there right now. not to mention the roads getting in and around houston. he'll be in corpus christi. he's going to visit some of the emergency operations there. he's also going to visit the emergency operations center in austin. one of the things that the president talked about is money flowing from washington to texas. he answered a reporter's question yesterday saying that despite some of the challenges that they're having on capitol hill with appropriations this month, he doesn't expect that will affect the emergency funds that they're sending. >> tracie, said he's going to visit louisiana. when could that happen? >> that declaration came less than 24 hours ago, yetd morning. the president apparently is considering a second trip to both texas and including lou

tracie potts is live on capitol hill. how would this work? >> we're talking about a points-based system where people would gain points to enter this country based on their background, their education, age, to some degree would play into this. and their skills. highly skilled workers would be favored here versus low-skilled workers. that is sort of the gist of this. in addition to slashin available green cards by half. >> tracie, some lawmakers already coming out against this. that happened yesterday we understand. is this plan going to go anywhere. >> democrats say it's a nonstarter. even some republicans are concerned. not so much about the skills-based portion of it. but about reducing the number of people who can come into this. their argument is you're dealing with legal immigration, but it can actually make illegal immigration worse because without those low-skilled workers working in restaurants and in farms and construction, they think that it would actually drive more to seek out illegal immigrants. >> tracie potts on capitol hill thi

. >> let's bring in nbc's tracy, good morning.'s a meeting in the works between the president and the member of the cabinet. what more are we learning? >> today, we are going hear from president trump, meeting with his u.n. especially bass door, nikki haley, she is dealing with news that the chief of staff and top spokes person are gone in the same day. she said both were personal issues with the president, she is likely to fex on the u.n.'s response and follow-up to those sanctions on north korea. meantime, you heard part of it there, we are seeing a lot of it on twitter. the president as many described is tweet bashing mitch mcconnell, the top republican here for not getting his agenda done. a series of tweets from the president, urging mcconnell to get back to work as he put it and repeal and replace obama care. this after a call between the two of them wednesday. but the president still calling the loss of being able to repeal obama care a disgrace and suggesting that mcconnell's job may be at risk if he can't get some of thes
