i'm tracy wilkins, news4. >> thanks, tracy. those in maryland deciding a number of issues including seven ballot issues. one of them is question four. it's otherwise known as the "dream act." that law allows undocumented stiends to be eligible to pay in-state tuition rates at maryland colleges. right now that initiative seems to believe on the way to passing. it is still very close but 48% of the voters in and it is leading by about 14% right now. erika gonzalez has more from langl langley. >> reporter: hi, jim, i can barely hear you. they are cautiously optimistic about a win and maryland becoming the 13th state to allow the dream act. i want to tell you that the dreamers were taking every last opportunity to try to get people to the polls to vote for question four here in maryland. and in maryland, sheem pain is waiting in the wings and this is still not a win. however, there are crowds all over the place. people are crowding around the computers as the numbers are starting to come in and there are dreamers from all over the

our prince george's county bureau chief, tracy wilkins joins us live from the busy sports and learning center in landover to explain why the lines are just so long. tracy? >> reporter: jim, take a look here behind me because this is actually one of the polling sites where they added an additional ten machines. but as you can see, it has not made a dent in how lock the lines are here and now we have more information on why. since early voting began in prince george's county, the waits have been amazing. >> how long was your wait? >> four hours. four. >> three hours. plus. >> three hours. what do you think about that? do you think that's too long? >> it's too long. >> reporter: we now know why the lines were so long. limited space and machines according to voting officials. in prince george's county there are 568,000 registered voters. and they have 20 voting machines at most of their early voting locations resulting in three to four-hour waits. in montgomery county there are 616,000 registered voters and they have 35 voting machines at all but one of their locations. and waits are 45 mi

prince george's county bureau chief tracy wilkins explains how other projects are still years in the making. >> i've been coming twice a week and there's no one here working. as you can see, it's a beautiful day. >>> residents in southern prince george's county are worried about the lack of work. maryland park and planning seems to be putting in to building and improving parks in the area. especially since some of the projects have been paid for for years. >> they say okay to these projects but it takes forever for them to build it. >> reporter: students here in brandywine say they wanted a place to ride skate boards so the delegate went to annapolis and got $250,000 in bond money to help build this skate park. four years later this is as far as the project has gone. >> the boys that talked to me about the skate park are graduating from college this year. >> reporter: maryland state delegate james proctor says he's secured hundreds of thousands of dollars in state funds for park projects in brandywine that have not gotten off the ground. this wooded area is supposed to be the home of
