another case resolving the officer reviewed to collect traffic data and the office was retrained. and an officer gave the landlord wrong voices and the officer was admonished and any trained he said after giving that advise did go back and said it was incorrect advise. that concludes my report >> on the bicyclist case i asked for a followup interview and was wanting more clarity so i didn't have a choice but to find insufficient evidence. >> the occ rules prevented the follow-up interview. >> probably more appropriately be discussed in closed session should the commission wish to do so but the occ provided the officer with a preliminary finding and this was an incidents where the follow-up spoof was not about the evidence before the cohesive it was about whether or not the officer was lying. and so there was a suggestion by internal faifrz description of to bring up a altercation that the officer was lying and bring the officer back in and ask the officer whether or not he had a different thought about his denial. so - >> commissioner commissioner chan. >> thank you. i've noticed

system which in some cases had a turn around time of 18 to 24 months of traffic data. here are the citation totals and as the chief pointed out we had a decrease in traffic citations issued and we issued the amount here on the slide and breaks it down into districts and identifies the first five categories are the focus on the five, the speeding the stop sign and failure to yield when turning or u-turn. another category we think is important to capture in terms of enforcement is the enforcement of cell phone laws. as you can see the officers have written over 4600 citations for cell phones. as the annual month for distracted driving -- particularly cell phone violations is april so we're gearing up for that as well. currently we have a downward trend as it relates to citations but it's in accord to staffing. now we're in upward trend relating to staffing i am v optimistic and the chief is as well and see an increase commensurate with the increases in the department that we see. here are some of the policies and resources guiding the department in our traffic enforceme

as you are aware the foundation of the focus of the five is based upon data that we received through the state wide integrated traffic reporting system and more commonly called switters. that system in terms of the processing of data is anywhere on a 16 to 24 month turn around of that data. every law enforcement agency within california has to submit traffic collision information. that information in turn is inputted into the system and analyzed and reported out. it's a very lengthly process. the idea in our city was to develop a process by which we could have a quicker turn around and more appropriately share the data with the likes of ssmta, the department of public health and we were able to implement such a system in 2013. that system was called cross roads. there are still some previsions or phases of that project that are coming to light, but ultimately it's going to allow for the quicker and more accurate sharing the data between the stakeholders and the most up-to-date information we can provide are officers and captains in terms of directing resources where they're most needed. we're having a discussion abou
