this is adjacent to the transbay center, which has a large park. will have a large new park above it. this would provide for public access. public lobby and rest rooms are something we are always interested in that will allow people to access this park. this is the sky bridge to the new park. here are a couple images provided by project sponsors. they render images how this building may appear. this project included in the plan provide amenities and also fees that go toward certain public benefits that have been discussed and considered in the transbay plan, including open space, street and transportation, downtown art fee, art work fund, child care fee, among other fees. this also does pay into a fund that provides improvements to open spaces inside but often outside the plan area that we discussed in the october 11th hearing. i will talk about the shadow. this was analyzed in the october 11th presentation that you saw. the analysis of this shadow was included within those shadow images and the presentation including the slide shows that you all s

we are recognized as a es for the transbay open space impact fees. we are recognized as a high needs neighborhood. 40% of our stock in china town is made up of sro units, single room occupancy units that are eight-by-ten. there is barely enough room for a bed. when there is a bed it is standing room only. there is no bathroom in there. no kitchen. there's no closet. if you need to go to the bathroom you need to take with you a flashlight. take with you toll let paper and towels. maybe you need to take with you alcohol or other cleaning solution to clean the toilet. if you leave your toilet paper or soap, somebody is going to take it or steal it. you cannot cook in your unit because there's no kitchen. you have to use a community kitchen. sometimes it doesn't work or leaks gas. you have to bring your own lamp in there. you can't leave anything in there or something will steal it or break it. for these people if you indulge me i would like to take a few minutes. >> go ahead. >> to complete my comments. for these people having open space is a lifeline.

transbay tower which you previously approved for the height limit of 1,000 feet, top of the building shown here. several other nearby heights ranging from 600 to 850 feet. the subject property was reclassified as well from the previous 200 foot limit to 360 height limit. proposed project shown in the lower left of this exhibit. the remainder of the buildings are generally mapping studies, not necessarily specific building designs, but just showing heights of other parcels in the plan area. so, the project sponsor will give a detailed presentation regarding the design of this project but i'd like to focus on a number of the policy and regulatory issues of the project. the first is the issue of exceptions under planning code section 309. the code allows the project to seek exceptions from strict compliance with certain sections of the code providing that this commission make specific findings. this project requests exceptions regarding the separation of towers, rear yard, reduction of ground level wind currents and bulk requirements. compliance for the criteria of each section is in th
