as you can see the former transbay terminal site is exciting for me. when i was by willie brown, former mayor, i remember cleaning out behind the greyhound station and moving people along inside and outside that terminal and now to know that demolition is complete, it helped people get jobs particularly because of the funds made available. there were 55,000 hours of labor all done without any accident or injury in that demolition. 90 percent of that important work was completed by the 9 counties bay air -- area labor force. that's incredible for the work force throughout the bay area. we today celebrate it's anchor in all of it's whole region. it will be really what will be built in the near future to serve our city and our region. we have always believe that a transit center is a critical anchor for the jobs in the city. it's the best future for our cities, great transit access, dynamic mixed urban centers, a place for innovation and inspiration. we truly believed that over two decades ago when we started this. within one block of this transit center,

today we celebrate the sale of the land for the transbay transit tower. to the entrance transbay transit authority, for the first time i met mr. heinz, i can going to hang out with them more because i have heard a lot of stories between you that will help me run this city better. i will say that when this transit tower is complete, it will have the impact of transforming our city skyline with the tallest structure west of the mississippi and chicago. i'm about to leave for china tomorrow, and i get to go to china and tell them we've got the tallest building west of the mississippi, what about you? they are probably going to tell me they have tall buildings there as well but we at least have bragging rights. the state of the art, sustainable features, a plan, 1.4 million square foot office tower, developed, owned and operated by heinz. they are reoccurring the renounced architect. this is going to bring 142 good construction jobs in san francisco. i want to thank everybody that has been involved in this. as you can see the former transbay terminal site is

specifically is this is the diagram and you see the circle part of it is the west end exit of the transbay depot. and it has gone, major design problems. and it has a risk problem and it has a cost problem and there are some changes. what has happened given the contractors recently signed for the building. and i have a recommendation for the board. and this is what the baoel street looks like. i think that it is fantastic and does a great job. >> this is what the west end looks like, we have created a stairway elevator and it is really not very interesting. you see, with the look disappears to allow for this free standing building. this is the side view of it, if you will see, the right end, you will see this culture design, you will see a lot of ways for area for people to walk on the east end and on the west end you don't see that, it is just not there. we talked to the board several meetings away about risk assessment, i want to do a risk assessment of the 70 foot stairway, i want you to think, dirty, crime and drugs, and homeless shelter and this is remote and there is no one there sup

-- along with the transbay center. the funding source, this is where, you know, a constrained plan becomes really difficult and i have to say we are one of the few, one of the only ones i'm aware of where we list on our capital plan what we fund and what we don't fund. how we're doing that is if you look at the pie chart on the left, you can see for enterprise departments we're able to issue a significant amount of debt to cover our -- to cover some of our capital liabilities. so, that is especially true in the airport and the puc where we're up to 50% of the operating budget is going toward debt service. now, that's not the case with muni that they actually have started to be able to issue debt, which is something that's also new. this happened in the last few years or the last year or so where they're able to start to begin to address some of their needs that way. if you look at the pie chart on the right, you can see for the general fund departments, we really are -- we really have relied quite a bit on general obli

platform on the bayside of the ferry building is a public plaza, but it also has -- that's where the transbay (speaker not understood) in san francisco. in fact, last november when the voters approved tax increases to support the seismic retrofit of the bart system, the transbay 2 was one of their key focuses right now because it really is so fundamental to the whole system. so we're working with bart now to understand what their approach is for trying to do this and what kind of impacts it has on this area. >> this morning's ferry from tiburon. >> or lark spur. >> that's it, lark spur, the lark spur ferry coming up. and in the ferry building are the marvelous shops. this is food heaven in the ferry building. so the pilot boats go out and get stationed outside of golden gate, and meet incoming ships and transfer a pilot aboard who pilots the vessel into the bay. and these are gentle men and women of the highest repute. one of the most challenging jobs, i can imagine. i'm not a pilot, but i'm always impressed by the incredibly extensive knowledge. that is a powerful force in the bay. it's sort

and the downtown area with the cal tran extension and the transbay transit center and major facilities locate $in san francisco and they are not just yours, they are really regional assets xh is why we think that it is important to invest in them. this plan, i think maybe not for the first time but to this ex-sent, certainly for the first time is focused heavily on performance. and we took every single project proposal over 50 million dollars and subjected it to a benefit cost analysis and we have done several equity analysis of this plan to make sure that the benefits and burdens are shared, evenly around the region and at the plan level, the commission and the abag board adopted a series of measure and they were not bashful in doing so they were quite aggressive in many respects and i am pleased to report that in the case of 6 of them as you can see here, we either met, or exceeded the targets. the most prominent is reducing greenhouse gas emissions per capita and we also made progress to an additional five targets where we did not get there and we certainly made a good first effort

bart will be partially closing the transbay tube three nights per week. for the next 14 -months.t is part of the ongoing work to make the light rail system more earthquake safe. kron 4's charles clifford spoke with bart officials about what the plan will mean for commuters. train.... starting tuesday evening, bart will begin ramping up it's efforts to improve the seismic safety of the transbay tube. they've been working on the systems around the tube since 2005, but now they need to move inside the tube itself. so, from 10pm to about 4am every tuesday, wednesday and thursday evening for the next 14 months, bart will be limiting train travel through the tube to just one track. that means that evening riders are going to experience a delay of somewhere between 15 and 20 minutes starting around 10pm on those three nights for the next 14 months. during that time work crews will move in with this specialized truck and begin installing 4 ton steel plates inside the tube. the plates are designed to make the tube stronger. and when we're done, the work that we are doing on these evenings
