i'm jack adams oversight for the project on transbay. there were no injuries to report since we last met. we did have one small fire where one of the construction workers put a bag of trash in the bottom of a metal dumpster and i am sorry, yeah. and one of the other iron workers was cutting metal and caught the bag on fire and it was put out by the fire immediately. there are 885,000 hours of construction since we cited 23 years ago and 25 works hours since the last presentation. going down on mission street and it is the last that we have to upgrade on the water system for the fire department. and that is going at night now, and we are concentrating now down in the mid section of main and mission and working our way west. and the excavation work is really progressed. and it is 90 percent complete now and all of the bracing in. and supporting the walls all the way into zone three. which is down to freemont street. it is between freemont and beal and we have bracing and the excavation has started and we also relocated some utility conduit

it was 3 years ago when the mayor and i attended the transbay terminal down the street.i remember that day because the mayor and i got shake hands with workers. many of who had not been working for several years. thises their first job back on the market and they were so excited that there was a project moving forward here in this city creating jobs and hiring hardworking folks throughout the bay area. a year later, the mayor and i saw each other at various ground breaking and for affordable housing for residents here in san francisco. i get to have two hats, one supervisor representing an amazing part in san francisco and two as the transbay powers authority which i represent with john. transbay is a huge part of the development plan and we would not have the funds if it were not for cal trans. i'm excited about this for many reasons. one, as a supervisor i hear so much from our residents about this massive gap that they have to walk through on their way to work. it's exciting that we are really able to commit to our promise of making this a livable, walkable neighborho

and in terms of the transbay program as part of this the negotiation it was agreed that the dtx would be designated as a regional priority for the federal program. and the, region has typically carried to the projects, and this is in the new starts with the funding and northern california has received. >> and for the many years, the projects in that type line and the central subway and the first half is the part of the san jose and those two projects were negotiated on the verge of completing the full funding grant agreements which is the last step in the new starts pipeline when you get a full funding grant agreement you get a guaranteed amount for the federal funding for construction and it is a significant amount of funding and so, that opened up the two shots in the pipeline, and it was a long term goal for tjpa to get one of these designated. and it is falling away and the largest funding stream that exists for this type of a transit expansion, those are made officially made in the regional plan and the most recent version was named, plan bay area and in the plan bay area, the dt

that this project extending cal train and high speed rail to the transbay center, is the top priority in the region along with the bart to san jose and i think that was, as scott said really significant as was the designation of this as a project to secure the next round of the new starts funding and reemphasizing that the northern terminal of high speed rail will be at the transbay transit center not at fourth and king and i think that is, i think that is significant. and it was a significant statement from the region and i think that it is certainly in san francisco, in the region's best interest and we need to be working towards getting there. so, i think that obviously there is a lot that was covered in that presentation and it was great. and maybe, we want to kind of schedule forward, drilling down in to some of the areas that the director metcalf mentioned. and i think that starting even right is just at the extension of the box, and kind of understand, what that construction looks like. and that is the imminent domain required to get that space and i don't think that i realized

, the plan is whether it's a replacement housing obligation or obligation related to shipyard or transbay, as each project completes at that point there would be the transfer to the city of housing successor so there will be future transfers all the way along. the replacement housing ones will be projects where we'll be using sb 2113 to complete those projects. >> that was my question. the sb 2113 funds, is there no mechanism for those fund s to go to the successor housing agency? the reason i ask the question is if the obligation remains with us and we don't have the wherewithal to finish some 5,000 units, does that obligation at any point transfer to the successor housing agency to complete. >> we haven't gotten to that point. we just submitted our request to the state to establish the obligation with the state. that's before them now so that's step one is to have the state finally determine that there is a replacement housing obligation and then i think we go from there. >> got it. >> as a part of that determination, determining there is a statutory obligation, we need a /soeurs of fun

we just had a groundbreaking at transbay block 6 about approximately 400 market rate units golub, chicago director he, this is their first investment in san francisco and i believe they've done it right upped your review and direction. it combines 70 units of affordable housing on block 6. outside the eastern neighborhood but is connected with the system of cal train and extension of transbay center. working very closely with the high speed rail group in the city to figure out how we can deal with these great separation and access improvements through this part of the city. and then we are working very close with bart looking at the station upgrades to improve capacity in a short and medium term because of the pressure on the downtown call. for local transit which is mainly our munis system, the four key areas we are working on now which is the extension which will go through the soma area into chinatown and north beach that is under construction right now that's why we have the opportunity to do the central corridor study to look at how we can improve the transportation network through there. we are will is in the process, we purchased about 70 new buses and we are upgrading our transit fleet throughout the system. so better buses mean more on time performance, better reliability, less breakdowns and so, that we should started seeing that effects in the next year. we are

not just the warrior's arena, we are talking about the major development, on pier 70 and in the transbay neighborhood and all of the projects are projected to produce, 8529 units in this very small part of our city and project jobs at 40,725 and while these are really great numbers, i believe in growth and density, we have to make sure that our neighborhoods have the faith that we are going to be able to provide the infrastructure that is needed to support this development and growth. otherwise, the question is should we continue to grow, if we are not able to provide that level of infrastructure and on the second issue that several of the residents brought up, including dph, thinking about our air quality, and i would be really interested in talking about avalos and mar, and their part of the bay area air quality and management district, and i would like to learn little bit more about that. i definitely hear that loud and clear, i know in my own house you know that just the windows that i open have a thick layer of black dust and the windows that i never open i never have to clean the s

the 5l is a corridor that runs on fulton to the beach down to transbay. and it's about 20,000 riders a day, a little less. very crowded line, especially in the middle portion of the line. the average on-time performance systemwide average floats around 60%. so it makes a great line for studying and seeing how our proposals will work. i do want to point out that first and foremost, this was a project really created in concert with the community. i mean, in the summer of 2012, we held a number of meetings to design these projects and kind of finalize the planning level on projects that we're going move forward with. and then as the project moved through the implementation process through preliminary design and detailed design, we held numerous workshops and hearings. and heard a number of competing interests, but also a lot of items of support and working together with the community to come to a final solution. i think the final bit in the outreach process loop is maybe the most important and that is that we're continuing to seek feedback. we are evaluating
