routes to transfer people up north and down south of the city, and when we call ourselves a city as a transit first city there is no better example than that than what is reflected in the plans for the central subway. this project is a vital enhancement of our public transportation system. it's going to significantly improve the movement of tens of thousands of franciscans and if you were here this past weekend when people were predicting it would be jam san francisco instead of san francisco you knew that folks were educated because of the great leadership at our mta, our county transportation, all of our transit systems and were at the highest level of educating the visitors and others to use public transportation. it will work for all of us and as we build the housing units we identified in hunter's point and treasure island and welcome more people to our great city and we are growing as a result. we are going to have the greatest subway system that can connect to our bart, to our caltrans, to up and down our muni lines. this central subway will be a great success. it will connect to some

mayor lee and let me just say as the federal transit administrator it's great to be in a federal transit city. as many people know a rail connection was promised to the people of union square and chinatown going on two decades. they made that promise because this quarter is the most densely populated quarter in the entire western united states that doesn't have an adequate rail connection and that promise was made because we have the opportunity here to cut the commute for tens of thousands of people everyday in half by this investment. the vast majority of the people don't own a car. they depend on transit. well today through president obama's leadership, secretary lahood leadership, the vision of the leaders on the stage we are here to commit $942 million to fulfill that promise. [applause] >> with the signing of this grant agreement we are taking $942 million paid by california taxpayers and to create jobs now when we need them. we're also using those dollars to improve the quality of life, and as jackie spear pointed out plan for the future and economic prosperity of this whole area. when

i will work to make san francisco truly a transit city. a developed country is not one where poor people have cars, it is where rich people take public transportation. muni needs to be a viable, efficient, safe and clean transit option for everybody in san francisco. i want to work to make that happen as supervisor. i also will do the simple things like fix the road and the sidewalks that are in disrepair in district five which limit the mobility of seniors and the disabled. as supervisor i will support small businesses. i will talk to small business people in district five, they say that are feeling squeezed by skyrocketing grants and red tape and competition for big box stores. i will represent at city hall to address the issues that effect the bottom line. i will work to protect the character and the culture and the diversity of our city by supporting development projects that are consistent with the san francisco value and support our pressing need for affordable housing. as supervisor, i will work hard to improve public safety. i don'

work in, some of which we own and some of which we lease, but also as we look to the growth of transit in the city, both from specific projects such as the brt projects, but also the general growth of transit ridership that we anticipate and growth of the city that we will need to accommodate, our fleet plan calls for 20% increase in number of vehicles we operator, from about 1,000 to about 1,200. as we were looking at how we would accommodate another 200 transit vehicles we did some kind of rough calculations and identified a need for 31 additional achers of real estate in order to support our transit and other operations. so overlaying that with the poor state of repair of the facilities that we currently have, we thought it would be a good time to step back and take a more comprehensive evaluation of our facilities and of our options for meeting future demand. so that vision plan -- we are calling it vision plan. it is something that we will be briefing you on soon and coming to the board with, to our board, to your board and the public with. that plan at this point while we are just about done

many cities in the world have far more people working or on bicycles into blocking or on bicycles. they are pleasant most of transitnd are efficient. -- many cities in the world have far more people walking or on bicycles. they are pleasant and efficient forms of transportation. that will take cars off the road and make it easier for those who drive. if we want to create a world- class transportation system, we have to make a commitment to each of these modes of transit to allow us to move where we need to go. >> is it safe for pedestrians on the streets? >> it is not. in recent years, we have had too many pedestrian accidents. there are estimates it costs our cities several hundred millions a year because of traffic accidents, injuries, and fatalities. i am asking one of our transit agencies to study where we're spending our dollars around the district and whether we invested more money would help to reduce our overall costs that come when a pedestrian is hit by a car. >> let's talk about crime in your district. how is the police department doing? do you have any thoughts on how the city is dealing with crime? >>

so, our approach to car sharing reflects the understanding that it does advance the city's transit first policy. it also reflects the fact that it's largely a private sector activity, therefore it's one that's for very small, if any investment from the public sector, we get all those significant transportation and environmental benefits. so, it's something that we want to embrace and facilitate. supervisor wiener made reference to the fact that parking is a big issue with regard to car sharing and parking is something that we regulate. so, that's a part of the equation where the sfmta can be helpful in either passively or actively facilitating more car-sharing. and you may hear also from the car-share companies that when they come to speak, that parking is a significant challenge and it's why they often hit roadblocks. so, where we can -- one way that we can best work to facilitate car sharing is by using parking policy to make more parking available for car sharing vehicles which in turn would make more car sharing available to members of the public. so, we are looking at our current pa

how do we achieve our transit first vision, and some fo the city's -- poor people choose transit or bicycling for their transit.as an example of the what would it take exercise, lisa the findings of the city's climate action planthese plants are ambitions; with spec expect to have 64.3 billion through 2040 two invest in transportation programs. does not keep up with the system we have today. we have about 9.5 billion committed to projects that are already underway, prioritized in the rtp; these are commitments that are significant improvement in include projects in the construction such as presidio parkway in the central subway, also the downtown extension of caltrans, caltrain electrification as part of the package. there remains a little over this 3 billion in discretionary funds that we need to spread over other needs; new operations, raising the level of repair, programs. by programs i mean day-to-day types of transportation investments that the public is really interesting in when we do a call for projects; every one of two is a response to the call such as more safety, more crosswalks,

i think we need to double down on being a transit-first city, which means improving muni, so it's a viable transit option for everybody. i agree with increasing bike access and even experting with sunday streets, which is closing off a lot of your streets to car traffic. i think it's a great model, but i also think we have to do the simple things like fix the roads and sidewalks. there are a lot of places in district 5 where the sidewalks are in disrepair. i have had several friends who have tripped and fallen, but really who that impacts the most are the elderly and the disabled, who have a hard enough time getting around, let alone if the sidewalk is messed up. transit issues are important and i would like to see those things worked on and that is what i will do as supervisor. >> miss olague? >> as supervisor i have been working on many issues, so it's really difficult for me to prioritize any one set of issues. so we have been prioritizing transit issues and affordable housing issues. and the rest of it, but right now i believe the city is really challenged with issues dealing with equi
