-- public transport. i think we can all agree that it is disgraceful that some young people cannot afford to travel to school, college, work. but in having transport as our campaign, there is great potential in the idea of a national under scheme. 18making trouble -- public transport affordable for all young people. currently, in the capital, only around 1/4 of tube stations and 1/2 of overground stations are step-free. don't people with disabilities are excluded from traveling some -- young people with disabilities are excluded from traveling some lines. this is the case across the country in many towns and cities. in rural areas, many young people have lack of access to bus routes and train services. i am from a place where some live -- travel with a -- after a certain hour and where some people don't live within walking distance to a bus or train station. we must be part of the process of deciding where and when buses and trains run, making public transport accessible for all our young people. i waited

i'm the senior transportation planner with the transportation authority and as chair peskin mentioned earlier, the transportation 2045 task force has concluded its work and i will have a brief presentation on the final report. i will first go quickly through the task force process before outlining the final recommendation. there's a lot more detail in the report in front of you. beforehanding it off to dave from fm3. so the task force was co-chaired by andres power from the mayor's office and sunny angulo from chair peskin's office. coming from business groups and advocacy organizations and agency staff. the final meeting was in december 2017. the charge was to identify the funding needs and gaps in resources for transportation in san francisco as well as to identify potential locally controlled revenue sources that might help close the gap. building on the previous planning efforts including that of 2013 as well as the transportation authority san francisco transportation plan updated in 2017, the sfmta and capital plans and plan bay area, staff used the plans to present to the task

guest: yes, the federal gas tax is dedicated to transportation and specifically to surface transportation investment. right now it is an 18.4 cents per gallon tax. the 18.4 cents covers the part of the program that supports the federal contribution to investments in highway and transit. that has not changed in 125 years. we have been operating at the same level. the cost of virtually everything else in our lives has increased substantially over that 25 years. it would not be unreasonable to be -- for there to be adjustment in the federal user tax. one of the things we like to point out is that while 18.4 cents per gallon might seem like a large number, that equates to one dollars per year per driver. it is not a hugely substantial investment by individuals to support the infrastructure we know this country needs, and specifically getting to your lockbox comment, to support surface transportation investment. we, as an association, would like to see additional investment. we think the user-based model works well. the highway trust fund, that lockbox, if you will, has worked well for 60 year
