as you can imagine, as you well know, commissioners, the transportation policy and how we deliver transportation services is intrinsically tied to, or should be tied to, our student assignment policy. in that process that started more than a year-ago, that also included a lot of discussions at community meetings, multiple stages of development of that policy, including leading up to the policy discussions, the board's consideration of the policy, and the implementation and rollout of the first year of cuts. the board policy itself had these principles. one was to support choice in student assignment as a tactic for creating diversity, for creating diversity, to provide it reasonable access to english learners and newcomer pathways. that is census tract integration process, within the city, which has the lowest 20%, the lowest quintile of student'' academic performance. to provide access from those parts of the city to k-8 schools and immersion schools. and in isolated cases where their attendance area schools that cannot be reasonably access, without the yellow school bus, for residents of the a

transportation and equipment as well for geneva avenue and bicycle open for the tunnel. support for the bicycle fleet program and market street bike lanes, among other projects. we continued two program funds for the lifeline transportation program, established to improve the ability of low income communities. that is also administered by the authority. $10 million went to nine projects, including the balboa park station, other stations where we worked closely with commissioner abel lovalos' depa. hunters point revitalization, randolph transit access, improvements to route 29, 08 to treasure island, as well as other transit services. the livable communities and teammate block grant saw an amount of activity as well. $20 million in programmed projects including pedestrian transit improvements on market and haight, soma, streetscape improvements on second street, broadway avenue, bike trail projects, and safe routes to school education program, projects at sunset elementary. commissioner campos: before you move forward, we have a question from commissioner carmen chu. comm

yet, for a transportation bill, they came up with 72 votes. that bill continues current funding levels, sustaining approximately 1.9 million jobs. the states will receive $3.8 billion more in highway construction funding than h.r. 7 over the course of two years. the senate bipartisan bill eliminates many of the gaping loopholes in current law buy american requirements, and the senate bipartisan bill does not contain poison pills like h.r. 7 such as provisions to strip osha requirements for hazmat workers and efforts to finance highway constructions on the back of middle class workers. i would note, mr. speaker, that we have tried, we have tried by every means available to us on this side of the aisle to have the senate-passed bill brought up for consideration in the house and not just through procedural motions. yesterday, representatives defazio, corrine brown, tip bishop and myself submitted that measure to the rules committee asking them to make it in order as an amendment to the pending measure so we could vote on it today. we were denied,

in fact, their transportation proposal would cut transportation spending next year by 46% even though we have 70% unemployment in the construction industry. so this budget, like the one yesterday, makes the wrong choices for america. we can reduce our deficits and debt. let's just do it in a balanced way with shared responsibility, and with that i yield two minutes to the gentlelady from nevada, ms. berkley. the chair: the gentlelady is recognized for two minutes. ms. berkley: i thank the chairman for yielding. madam speaker, i rise in strong opposition to both the garrett substitute and the ryan budget. today's debate is about one thing, priorities. should nevada seniors be the priority for the united states congress or should wall street and big oil companies be the priority? the republican budget proposal answers that question very clearly. instead of tackling nevada's record unemployment and foreclosure rates, washington republicans are instead advocating to kill medicare by turning it over to profit hungry and insurance companies. this would raise premiums for nevada seniors by u

the transportation function, we can make comparisons overall. the largest program in the transportation function is the highway program, the transit programs. they are financed by a trust fund. under current law that trust fund is going to become insolvent for 2013, covered by the budget resolution. as a result, the budget reflects a policy that fund for the highway programs and transit programs should be as it was intended when the program was first created was to be user fee financed. we start with that assumption that we're going to rebalance highway expenditures with the revenues coming into the highway program. next we do three things. we assume three things. if first is recently there have been general fund transfers that amounted to $35 billion into the highway trust fund. right now those aren't recorded as a cost. we think they should be. they would be recorded as a cost going forward. the second thing we do, the budget resolution assumes expansion in oil and gas leasing on federal lands. the u.s. has huge resources, energy resources and

but it would not allow for transportation platforms. to build stations in the future, you would have to demolish the bridge and then build a wider bridge to accommodate. building a wider bridge with a different structure would accommodate those platforms at about $35 million. typically exceeded by $10 million, the funding available. the last option, option #1, replace the bridge with a berm to accommodate station platforms, reducing global access for the community. fortunately, that option cost about $20 million, leaving about $5 million to do access improvements. that would essentially provide improvements for local access. it would essentially be a separate project that would be a new, local street connection that would run parallel to the caltrans right of way, providing new connections between gerald avenue
