[indiscernible] >> more of a question about transportation. mention with the new one bay area grant; i was looking to get more of the money to pdas that took on more of the arena goals? is there a formula that, say you zone for affordable housing but you don't build, do you get any of the funds? >> hey, you play ball, you need resources. the intent is to have the resources follow the volunteerism. who is to say that performance will be followed by housing production.>> the formula for the one-day area block grant, 50 percent based on population, 25 percent based on past housing production, what has been produced; half of that 25 percent is based on production of very low, and low-income housing. similarly the other 25 percent is based on rena, half of that based on low income development. consequences of not doing housing elements in compliance with state law is one of the other conditions of being a jurisdiction eligible to receive block grant funding is a have to have -- housing element. one of the challenges to the region in the planning pr

plan which was actually held at the county transportation authority's offices. we had a very interesting discussion. the discussion involved members of abag and other regional players in this effort. and the discussion focused on drug trends here in san francisco and the region. we talked about the scope of investment in transportation infrastructure, the investment that will be needed to accommodate the growth that is expected to happen here at the region and specifically here in the city. and we also discussed some of the challenges that are facing not only the city and county of san francisco, but the other jurisdictions as the region moves forward with its transportation plan. as you probably are aware in your agenda today, we will have later in the agenda a presentation about the san francisco transportation plan, which is actually the long-range vision for transportation investment by the authority here in the city and county of san francisco. that plan is mandated by state law and its purpose is to really figure out what the transportation needs for the c

and we are maintaining transportation from the bay view to lick but we are eliminating transportation to hoover from the bay view, but isn't okay i don't know. isn't hoover on the way to gianini? i mean that you are going that way. so, number of rider is it a full bus? i mean, you know i am just asking those types of things because i am thinking of the map if you are going to go from the bay view to gianini which is way out there, why wouldn't you just drop kids off at hoover if it is not a full bus on your way. maybe it is too simplistic. i would do it that way car pool. if you don't mind maybe a little bit more information about this. how many students are actually riding on that bus, is there room on the bus? is it possible that we could be, because i think that is a... when we are looking at the routes from the bay view out there, there is like one bus, quite frankly or two buses that will actually get access to those schools. it is not like you can ride the gary line or the fulton. we will go in one direction. this is a neighborhood that also does not have the same sort of access

our transportation has to be tweaked and we have to be serious about our roads and transportation system. thank you very much. >> thank you very much. is there anybody member of the public that would like to speak on the executive director report, please come forward. >> good afternoon, supervisors. government transportation. what has it done for this city? in the last 10 years. as it really made any citizen's life better? san francisco was renowned for its public transportation for years which had traffic calming, which had character and culture. the public transportation system in this city is to die for. i was hit by a muni bus, rear ended coming back from a yoga class. now my arms are paralyzed. do you think the city and county of san francisco compensated me for that accident? no. they didn't. ripped me off. that's what they're doing to every citizen in this city with government transportation. can't get from one end of the city to the next without hitting a traffic jam. the drivers that drive these vehicles, way undertrained. shouldn't even be driving most of them. it's all a big c

education transportation. and so, we need to reduce the fleet by 5 buss from 30 to 25 in the 2013, in the 13, 14 school year in order to align the cost with the funds from home to school transportation. and we have listed here the state categorical and title one and we also get money to support field trips. what we are about to share is driven by this budget reduction model. and the approach that we took was to work to align middle school services with the feeders. last year, we began this alignment when we added services that were to support the feeder patterns. and we also like to avoid making any bell changes. it is very enter connected complicated developing transportation system and obviously bell times have a huge impact on our ability to efficiently use limited buses. we recognize that changing bell times is disruptive for the entire community, including families not using transportation and families using special education services and so we wanted to avoid any recommendation that included bell changes

it is also the regions policy statement about transportation. indicates where we are headed in this region. with adding context i want to recap maybe four of the highlights from the transportation investment strategy, moving towards adoption in the rtp next year. we have quite a bit to be proud of and happy about here in san francisco from the process. that is thanks to the extensive involvement of san francisco from the staff level, multiple agencies have been coordinating, myself, the planning department staff, mpa, mayor's office of housing -- we have had great leadership from the policymaker level. at mpc we have supervisors and brought more leadership to san francisco in the original planning process. and is also extensive and vomit from san francisco-based advocates and stakeholders. all of that has resulted in a lot of wins in this process. the first i wanted to mention this the investment strategy articulates what the region's future priorities will be for competitive federal funding programs, new starts and small starts. all the potenti

this project is a vital enhancement of our public transportation system. it's going to significantly improve the movement of tens of thousands of franciscans and if you were here this past weekend when people were predicting it would be jam san francisco instead of san francisco you knew that folks were educated because of the great leadership at our mta, our county transportation, all of our transit systems and were at the highest level of educating the visitors and others to use public transportation. it will work for all of us and as we build the housing units we identified in hunter's point and treasure island and welcome more people to our great city and we are growing as a result. we are going to have the greatest subway system that can connect to our bart, to our caltrans, to up and down our muni lines. this central subway will be a great success. it will connect to some of the most densely populated and rapidly developing areas, and it will improve access to all of our vibrant communities, and really is investments like this that will foster loyalt

what does that mean in terms of our transportation plan? we have to make sure our transportation plan is actually put in place, the need to really up lift neighborhoods that don't have the infrastructure that we need. when you have fewer choices and you have to get somewhere and you have a car, you're going to get in your car because that's the only choice you have. and i think we have to be really cognizant of that, moving forward how we can as a city support neighborhoods like the ones in district 11, district 10 and the outlying districts, district 7 and in 4 that have fewer options for transit. just want to make sure that we're moving forward, we take that into consideration and how that could be -- so it's really a part of transportation plan for the city. >> thank you, commissioner avalos. that's an excellent point and we'll make sure we continue to look at that. commissioner wiener. >> thank you very much. and i just want to follow-up on commissioner avalos's point. i do think equity is important and i'm glad that commissioner avalos

safety to school and transportation for communities type projects. the o-bag applications are due at our offices on october 26th. the end of this week essentially. we have developed a two-part call for projects with first park consisting of the prioritization of staff and selection of a pool of potential projects. those then that will happen by december, of course with your blessing and after that, we will work with the sponsoring of the projects which will still be essentially a rough semifinalists list and hone in on the aspects of the list and further detail them to put them through a final evaluation and from that, select a final group of recommended projects that will come to the board for discussion and hopefully approval. so the following several months will be the opportunity to get that done. and we will apply the screening and prioritization criteria to have that list in shape by may-june of next year. that of course, will be as the whole obag process is a new paradigm and experiment in how to distribute funding from the region to the count

, multiple modes of transportation in a city that are also environmentally friendly and to contribute that reducing our fossil fuels, we are in san francisco world citizens after all and i know it's exciting for ed risken, our mta manager, he and i were excited to talk about different modes of transportation as we create all these exciting events to come to san francisco. i know it's exciting for board president david chiu, we tried to put pods for car sharing in neighborhoods on public streets and began in russian hill on his district, he's a vibrant, vibrant avid supporter of car sharing as i have been, i know ed riskens, well at the hub, knowing that that's an incubator for great ideas came the idea of scooter san francisco and the scooter network, and it's the latest contribution to an ongoing conversation that board president chiu are having in this society, it really is when you come to automobile and or multiple modes of transportation sharing, scooter sharing is the latest contribution for people having access in our economy rather than just offered ownership and to me, that's

this would have established the office of transportation, inspector general. second to last is sb1339. this bill was approve bid the governor. it is a new pilot program for san francisco bay area that allows mtc and the bay area quality management district to jointly adopt an ordinance requiring covered employees to offer commute benefits. another bill that was of interest to the board is sb1492 by senator leno which permits sf to back fill up to 2% of vls, requiring two-thirds vote by the board of supervisors and majority vote by the people. this was approved by the governor. hats off to senator leno. this was carried last year, didn't see the light of day. he was able to get it signed. next i want to touch on high-speed rail and give you an update as to what is occurring. fb1029 was passed, which provides $8 billion from state and federal appropriation authority. 4.5 billion of proposition 1a bonds and 3.2 billion in federal grants for high speed rail construction. 5.8 billion of that goes to the madeira bakersfield construction segment. the money is moving

the bay view getting transportation cut to their schools or from the schools. another question that i just have is also have we alerted muni about these proposed changes? i have heard recently many complaints about the transportation to high schools and that many students arrive late to school because they simply cannot even get on the bus. that so many schools are along certain particular lines of transportation where they are just heavily impacted and all at the same time. and therefore, many students are late for school, so they say, i am just kidding. they are late for school because they can't get on the bus and the buses actually pass them up. so you know that we have, probably the majority of our students rely on muni to get to school and i wonder if we could revisit our relationship with muni and what happens it has worked out sometimes where it has been generous enough to have buses especially in the case of the middle school and george washington high school that there is a 38 that is dedicated just to the students when you have you know, 1100 kids be
