interested to learn of spain's high speed rail program and both sides talked about the sustainable transportation times programs and speaking of sustainable transmission we came together to have a pro transit budget on the cap and trade we've received a lion's share at the $630 million for high speed rail intercity and sustainable projects and affordable housing we'll track and support in package and hope the mayors signature are good news for san francisco and our state that concludes my remarks if no comments interest the commission well open up for public comment seeing none, public comment is closed. item 4 this is a director's report and informational item >> hi lift ev'ry voice and sing i didn't chang. i'm pleased to be here and my report is on our desk as well as the geary brt projects as supervisor avalos mentioned we saw some action on the local and state levels at the federal level we're hoping that the congress and the president will come together with sustained funding for the high trust fund to be completed by august. we've seen proposals from the house to perhaps redirect influenced

transportation is a series expensive matter we have to complete all the transportation systems to make our city work without that and housing and the business relationships that we make we won't see a positive future all of those things have to work together so people can live and work here and get to their jobs. i look forward to working with everyone the careers recorders get all the increased property taxes that will generate from this system to pay for things in the city. thank you everyone for the success of this project and keeping us constantly focused on the infrastructure in our city. thank you very much (clapping) thank you mr. mayor you can hear the former project director talking about the tunnel how important this type of kind of important infrastructure a project of this size you don't see above the ground. the leadership for this project really all infrastructure in the city a lot of it comes from our board of supervisors and i'm pleased to say that every time an action came green before the board of supervisors related to this project it was adapted by unanimous support

it's on-demand point to point transportation and it distinguishes from other four modes of transportation in san francisco. you have pedestrian, bicycle, transit, taxi, private automobile and all of those things work together and taxis is a very important compliment to those other modes. tncs stands for "transportation network company." it of course came about because of the ability to dispatch this form of transportation on a smartphone platform and what distinguishs a tnc as opposed to a limousine or taxi, it's supposed to be in a personal vehicle. so taxis have traditionally had a monopoly over point to point transportation and it has forced to compete for business based on good public service. so that outcome has been good. we continue to do everything that we can before-and-after the tncs appeared to build the level of service of the taxi industry, including deployment by smartphone. for example, most of our san francisco taxis are available through a fly wheel application. but with that said, even though competition is generally good, this is artificial competition. it started out b

the active transportation program at the state level had a deadline and san francisco has submitted a large application for consideration by the california go transportation commission those are funds for bicycling and traffic safety and it is exactly what we heard from the neighbors. those $11 million of fund support vision zero and the bay area trail project and the safe is routes to school our recreational committee included the funding in san francisco to expand our bike share system we should know the call for the projects this august we'll keep you posted. in addition supervisor avalos spoke about the cap and trade it was a wonderful coming together at he state level it sets up a multiple framework in its firefighter of cap and trade that the governor had - the state took out so next year in 2015- 2016 the fuels b will come under 9 cap and trade system we'll see trillions of dollars and we absolutely need this similar to the federal level the state gas tax is a improvement of our cap and trade so thank to our partners that advocated tijuana a city and within the region for this

our transportation system. whether it's the light rail systems, the heavy rail, the amtrak systems, the roads and the bridges of this nation, it's a good bill. it deserves our full support. we can tweak it, we can make little changes here and there. but unless we take up the challenge of transportation funding in this nation, unless we are willing to work with the president and his proposal, we have no other proposal before us in this house of representatives. let us embrace the president's proposal. make the changes that we think are necessary. but let us move forward. let us make america move forward. with the transportation program for this millennium. not for the last one, but for this one. one that provides all the benefits that we need. i want to bring up another part of the transportation program. and once again it's about jobs. economists in, -- economists, in this case mark zandi, has done an economic analysis of the transportation programs and the infrastructure investment and his analysis is, and by

vehicle to transport our astronauts to the space station. those efforts must continue in a transparent way believe to ensure that the government is not saddled with mounting bills and no recourse. i commend the chairwoman for working with me to include language that requires certified costs and pricing data for the crew vehicle development contract. the goal of the language is not to upend a fixed price contract. rather, the goal is to make certain that the price nasa has agreed to pay for vehicle development matches actual development expenditures. nasa and its contractors have a history of cost overruns and schedule delays, whether the contract has a fixed price or not. with no other u.s.-based options to get to the space station, i believe we cannot find ourselves at the 11th hour with an overburdened program that requires a bailout to succeed. once again, these measures are included to ensure that the government is not just spending taxpayer money but that it's doing so in a cost-effective manner. mr. president, i want to reiterate my be
