by senator lowenthal, page 22 of the matrix, simply places the high-speed rail authority under the secretary of transportation and then in both cases, both bills, dissolves the authority board, requiring new appointments by the speaker pro tem and the governor, the governor appointees to be subject to senate confirmation, which they were not previously. in both cases, they require that the members have certain expertise -- lock, financing, high-speed -- a list of expertise. my only political observation is the legislature is intent on reforming the authority. they will do one or the other of these or some combination of this. i'm not sure how it will turn out. he has taken ownership in my view of the project, and, you know, the focus in the administration to date has been on the budget, and they have not had a lot of time to analyze and spend time understanding the complexities of the issues swimming around. so it will be interesting to see how these bills fare when he gets a chance to take a look at them. if you want a brief report, there's a couple of activities in the state budget related to transportation

this morning, the san francisco transportation authority voted unanimously to approve $57.2 million in funds for the central subway project. these funds will make a possible for the purchase of to tunnel boring machines and constructions of the tunnel lunchbox. i think it is apropos as we are monitoring carter, without his leadership we would not be at this point where we had that wonderful victory today at the transportation authority. this vital allocation but the large portion of the funding in place for the guideway tunnel contract that you approved at your last meeting on june 28th. this funding clearly signals to the federal government that san francisco is committed to completing the project on time and on budget. on a different note that is not so positive, on july 7th, the house transportation and infrastructure chairman introduced a proposal that would reduce overall transportation funding by 33%. this is more or less the brain work for the reauthorization bill for surface transportation that comes out in a six year timeframe which talks about a two-year time frame by which f

i know sue is also here who works with transportation authority who actually places security officers on public transportation. obviously not all. but also works collaboratively. can you talk about your efforts and perhaps have you joined by director ford. >> well, i think it's a joint effort. it's always changing. and also the police chief, who we have a pretty tight relationship with the school district in terms of when things happen. we get on the phone and we're talking about what do we do? we have had to change starting times and ending time so they are not over lapping in different routes so we don't get different turfs. we have had to look at rerouting where kids have to stop to take another transit. those areas are safe. sometimes we have worked directly. they have put police out there and we always find hot spots that come up. you think you have solved it and then a new one pops up. the best help for us is to alert all of us when that happens. it's a constant change. we can't control all the variables. we are not out there every day. she doesn't ride muni. we look it when we

>> item #6, amending the transportation code to establish a violation for an authorized vehicles to park and undesignated harsher parking systems. >> good afternoon, supervisors. thank you for hearing this item. we are here to ask for approval of a change to the transportation division 12 and out -- to allow us to initiate a car sharing program going forward. just to give you some background -- in 2006, the state allowed cities to use the designated on streetcar sharing station -- for cars sharing vehicles. we have been working with the administrator's office to implement this. this is supported by the mayor's office. we have been working under the agreement with the car share pilot. we selected six spots to do this and five of them are going forward. we have heard comments from the spots and a request this bought not be included in the pilot because they have concerns about the area. right here on the map, these are the five spots in the city that will be testing the pilot. alex is going to put up the specifics. this is the spot at polls and greenwich. it's difficul

in san francisco, we have about 1.25% of the 8.25% that flows to in part, the transportation authority, and our schools. in effect, this proposal would create a new 0.5% that would be dedicated within the local category to support current the general fund supported expenditures -- currently general fund supported expenditures. as we discussed in the report itself, our sales tax rate in san francisco is comparatively higher than most other jurisdictions in the state. with this change, we would have the highest sales tax rate of the largest tent cities in california. as you can see from this chart, this proposal would move our sales tax rate in san francisco from kind of mid to high in our peer group in the bay area to the highest, at 9%. this does not make any assumption about other jurisdictions pursuing sales- tax rates increases. i am not currently aware of any impact in the bay area. there are currently no proposals for transportation or other general fund expenditures in other places. as of today, this is what the world looks like. the issue of equity, of course, arises whenever we
