transportation authority board. they asked the staff to consider alternatives for the use of automobile level of services under ceqa findings that the use of automobile l.o.s. might be in contradiction to our priorities. they recommended a eliminating its. the city put together a committee comprised of the agencies i have described. there was a study to determine the projected development of the transportation network as a whole. staff also worked with the state resources agency to modify ceqa guidelines to move away from automobile l.o.s. in 2010, which underwent an extensive process of considering a variety of different capital improvements and what their impact would be on the transportation network as a whole. this is assuming there is a certain amount of development over the next 20 years, based on that development activity, and modeling the performance of the network had once we have included the capital improvements in the system. also working through the next study process, there is a fee and expenditure pac

the municipal transportation authority board of directors recently approved an $8 million payment fromthe trust fund. they abolished this when they passed proposition be in 2010. although the board of directors approved this. mayor lee: it would give the san francisco mta the opportunity to modernize their work rules. while we will not have to make a similar payment in the future, this one was, as they say, already on the books. also from a fairness perspective, the rank-and-file bus drivers had every reason to expectation that the last payment would be made for the fiscal year proceeding the passage of prop g. and i am also glad you asked about the implementation of prop g broadly, because this will lead to better muni systems. we are making solid progress at the mta in implementing the current contract that was negotiated under prop g, hiring port -- part-time operators and accident review, i think we will see benefits of prop g this year and going forward. the purpose was for the mta to negotiate a contract that would support service while being fair to the operators. driving a bus

county transportation authority is to go through the same analysis, through the same performance audit for the county transportation authority so that we make sure that this is happening across the board. i am sure that if it happened with other agencies, there would be other issues identified as well. with that, good morning to you. >> good morning, mr. chairman and commissioners. happy new year to all of you. just a couple of commons -- first of all, i am delighted to have mr. reiskin here talking about his perspective on the audit. i am delighted to be collaborating with him on a number of things. i predict that we will be a resourced to him in addressing a lot of these issues -- that we will be a resourced -- that we will be a resource to him in addressing a lot of these issues. we hope to be. i think this discussion is a sign of maturation of the mta that happened over the last decade. it is sort of inevitable that we would be at a point like this at some moment, and i am glad that moment has come. i think it is very constructive. i want to draw the connection funding because that is what i do. to a man who has a hammer, every problem is a nail, right? let me talk about funding f

we work closely with the entire cities family and the board of supervisors, our colleagues at the county transportation authority, and then on up. i think you will see in this program a new component involving regional advocacy. and we also work closely with our congressional delegation as part of the city family. in terms of local legislative priorities, i think a lot of this will unfold in the coming year, and this will keep them apprised with all of the activities. we will make sure that this is oriented to the activities of the sfmta. these are general priorities, typical priorities. and it is a very busy front. we are constantly taking items to the board of supervisors for approval, and the executive team is very involved in that, as well. so the items that are listed here are most what would be familiar to you. any activity associated with the subway, sf park, and things at the local level. i think what we decided this year was to look at the work that the regional effort entails. i know some of you have anticipated at that level other capacities, but i think it is important to realize the coordination tha

i know that the transportation authority that we also said on, each member of the board of supervisors -- we are trying to think about how to manage the congested in the heaviest, densest parts of the city. we're trying to look at different ways to insure that we're keeping the air clean, but also ensuring that it is not too congested, especially in the downtown area. but i let -- i love my work on the board of supervisors. it is often hard as the father of a soon-to-be middle schoolers to balance my work and roll on the board, but it has been a wonderful honor to serve the people of the richmond district and the city, and i love the challenges before us as well, so i appreciate your questions about all the things we are doing. >> it looks like we are out of time, so we have to wrap these things up. we have been talking to a supervisor mar from district 1. thank you for talking with us. what's the next episode when we will return with a number of our 11 city supervisors. >> i tried to think about this room as the dream room, where we dream and bring some of those dreams to life. i feel

transportation. we are asking you to recommend that to the board of supervisors. the temporary measure, we would like it to be put in the code that the planning director could authorize the director of transportation to enforce the section of the code. this is extremely difficult for the department to enforce. having it in the planning code means it cannot be retroactive. if a new parking crunch comes into existence, it would be subject to new controls. recommendation no. 16. the proposed ordinance make several changes to parks and maximum controls. this could create problems with projects that have already been approved by the commission and projects that are in the process of getting funding and getting prepared to be built. the department is recommending we had a grandfathering clause to the ordinance that would exempt those projects, projects that have already gone conditional use from you. the next section seeks to clarify certain provisions in the ordinance. there are just two of those. recommendation no. 10 remind -- deals with section 184. these parking lots are non- conforming uses currently. we want to make sure that they do not have to go out of business i

in june 2010, the authority board approved the recommended programming of $4.8 million in federal surface transportation funds to the department of public works for the project on second street, which was under the second street streetscape project. this was included as part of the management agency block grant program, a new program created by mtc in the last year and half. the scope of the project involves improvements to second street from market all the way to king street. this includes street resurfacing, bike lanes, traffic infrastructure improvements, trees, and pedestrian safety improvements that are very much being asked for, particularly between bryant street and king streets. i should clarify, the bike lane portion of the project was something that raised a level of community controversy. in fact, when the mta board approved the environmental report, this was the only project that was not approved by the board. we fully expected the project was moving forward, but recently, we were approached by the department of public works with a piece of additional intermission, that due to community oppo

authority i ised the -- authority i daysed -- authorization to those deemed to be mentally diseased feeble minded or epileptic. >>> the national transportation board head -- a hearing today on the safety of airshows and air races. one focus is the plane crash of the reno air races last september. the pilot and ten other people died in that crash. reck laters say there have been 150 accidents at races and shows in the last 30 years but this is the first time spectators have been killed. the ntsb wants to protect both pilots and their fans. >>> walking around with white ear bugs could make you a victim of cell phone theft. the chief spoke to some kids at bessie school as part of violence and crime predevelops month. he told students about the city's safe haven program which just expanded into the south of market neighborhood. businesses willing to help friends not feeling wouldn't w go into a store without the owner not knowing the trouble. >> the chief would like to make this citywide instead of just this district. >>> time by be -- may be running out but civic business and labor leaders in san francisco are not giving up and today will meet to try

authorities are looking at ways to make things safer. >> air show accidents like the one in reno, nevada, has the national transportation safety board reevaluatingty rules. 11 people died last september when a world war ii era plane crashed. 70 more were hurt. mike houghton heads the group that sponsors the show. >> times haven't been easy. we're looking forward to pulling together all the elements necessary to operate the event in 2012. >> houghton and other executives questioned at tuesday's hearing say safety is always the top priority. >> if i don't believe an act going to be safe or i see they're not doing what they're supposed to do, i knock them off. they land. >> with 75 deadly air show accidents in 25 years, the ntsb is looking at ways to make public events safer. >> and we want to make sure that the limitations of the human and the machine are respected and that when it comes to spectators and crowds, that they are protected. >> lieutenant colonel gary cook has flown in dozens of air shows and has been a safety official at others. he says the rules designed to keep pilots and spectators safe are always evolving. >> the accidents happen

board of supervisors. i will read the different members to you. honda president representative, one recent representative, when entertainment activities rep. a nonprofit developer, a for- profit developer, the san francisco transportation authority, a planning department representative which is very important. if the subcommittee doesn't have a planning person, what are you doing talking about planning? please back off. thank you. >> the evening, commissioners. the neighborhood contains some of the most important entertainment venues in the city. these small businesses contribute to the san francisco economy and the city of the vibrant culture. we all of knowledge that they often conflict with residential uses and we don't oppose housing entirely because there are already neighbors that lived adjacent to these venues. some of them moved into the neighborhood because of the thriving nightlife. encouraging more housing in this neighborhood is asking for trouble. we support reforms that will improve the relationship between the nightlife and the community. if new housing is built in the neighborhood, it should be designed to take into consideration what is already there. like new construction that will protect residents from allies
