what is happening in the neighborhood as far as the use of the funding program that the transportation authority board programs. as you can see from the picture on the slide of the free way network map and this is actually a slide from tom mu giers december 2014 presentation. many high injury corridors cluster around free way and free interchanges. we see this as a opportunity to work systematically to improve these safety-improve the safety at the location which involves partnering with cal trans and sfmta. to that end we have been undertaking the free way corridor management study that started last year. it is a [inaudible] allow ustuse exflor to safely and relybly move people through 101 and i 80 corridor in san francisco. one of the focuses of the effort is the free way ramp vision zero safety assessment. we have a smau amount of money that allows us to focus on this part of the free way network, the ramps and we'll look at what is needed at that state and local interface where wl it is banners , design treatments like signage or striping or signal improvements to reduce collision. we are focus on

transportation authority. as you may recall last june we came to the plan and program committees for the adoption of the balboa park study we completed in the spring. at that time the board adopted the staff-recommended petition for bicycle safety and minimize traffic going from i-280. out of the study came recommendations for several project elements. element one is to close the northbound on ramp from geneva avenue. element two is reassign the southbound lane and the third is a potential kiss and rider access. this past february we came before the board for an appropriation of $750,000 to advance the next steps in the study and that would found the transportation staff and the interagency agreements with cal-trans and a consultance report. i am here asking for an amount not to exceed $450,000. the consultant scope of work for the next steps include a traffic analysis for both ramp modifications and the precurser to the subscent project approvals. this analysis would be presented to fhwa for approval since it changes access for an interstate highway. the southbound off ramp realignment to ocean avenue we hope to have completed for next year and the consultant would supp

that's what debra, former head of the national transportation safety board meant when she said quote, for the regulator to delegate too much authority to the regulated to assess their own system risks and correct them is tantamount to the fox guarding the hen house. as we have seen in my district and in so many others, the fox has very little incentive to prevent oil or gas from spoiling the hen house or to prevent the hence from blowing up. of course, everyone is very sorry about the fact that the will to prevent these accidents in the first place is simply not there. that's what happened in mayflower, arkansas, in 2013, when they let exxonmobil operate an oil pipeline that was known to be faulty for seven years. and then it blew up. nowhere is this more obvious than their pitiful fines. fines are supposed to be a deterrent, yet the fines are so pathetic compared to the cost of pipeline leaks and explosions that they can't even be seen on this graph. here you see that over the last 12 years they have issued just 44.2 million dollars in fines for incidents that cost over $5 billion. look at these tiny red lines. you can't even see t
