the board of supervisors and development authority approved the treasure island transportation plan and e.i.r. in 2011. in 2014, the board of supervisors designated timma as the sfpta as the agency to act as timma. the authorization legislation anticipated that the timma board would need to be active in overseeing the program and active in adjusting it to make sure it would meet its goals as circumstances change over time. to do this the timma board is authorized to evaluate and monitor the program and the 2011 plan anticipated a variety of changes might be needed over time as required. these are shown here but include the amounts of the congestion fee which was anticipated at $5 in 2011. the times it applies, the drivers to whom it applies and any exemptions or discounts. along those lines the timma board did take first actions in 2016 with a partial set of toll policies, not complete set, but some findings that were made at that time and that was based on travel demand, forecasts and financial projections that we did following timma's designation in 2014. we found that the changes sho
