er >> thank you and good morning, as the city's transportation director, i have the privilege of managing the mta which is the agency in san francisco responsible for implementing the city's transit first policy. in order to implement that policy, there's two key things we need, we need strong leadership and innovation and what we're seeing today is the manifestation of just that in san francisco. what we need to do as the government and the transportation agency is make sure there are good choices available to people in terms of how they get around san francisco. we want people to feel like they don't need to get in their car, they don't want to get in their car, maybe like supervisor chiu and i, they don't own a car because there are other good options for them to get around san francisco and there are ways they can get around that aren't going to clog our streets with traffic or fill our air with pollution, and i think scoot represents just one of those options and we're very happy to welcome them to san francisco, we're happy to do our small part in facilitating their launch here, i w

transportation plan. we had to identify the priorities for the city. the ideas that you mentioned are not quite at that stage; hold your thought in your question until my colleague present the san francisco transportation plan. >> i may have jumped ahead little bit, not looking at the advance agenda. >> mission commissioner -- >> back on the housing goal, 28,000 for the next decade, 67% below market or affordable, you mention how we achieve the annual goals, -is that compared to what we did over the last 10 years? are we close to that number? >> that is an excellent question. it gets back to the way that we interpret the original housing needs allocation. it has for -- most of its history been a requirement zone, the intention is to prevent smaller, wealthier jurisdiction to create exclusionary zoning, preventing multiunit buildings being developed in there. by those exclusionary zoning practices there for pushing population out into potentially lower income areas, and so the regional housing needs allocation is a requirement to zone for all of these. w

francisco transportation plan, which is actually the long-range vision for transportation investment by the authority here in the city and county of san francisco. that plan is mandated by state law and its purpose is to really figure out what the transportation needs for the city long-term are. and, so, i think it's important for us to begin the discussion of what those needs are, what the future looks like, and what the challenges in meeting the needs that the city has and will have, what those challenges will be. we need to think about this issue and specifically focus on ways in which we can bring revenue into the system, the kinds of investments that need to be made not only by the county transportation authority, but other agencies like the san francisco mta. i look forward to a substantive discussion. and again, this is the beginning of this discussion and we know that we will have additional discussions that will take place. i also want to note that because of the good work of our staff at the authority, we recently received some money on the planning front. we actually received half a million dollars from ca
