teresa garcia is live on treasure island.alk about a massive job. >> okay, massive is great word because it's massive from the engineering challenges to construct it to the sheer size of this tower, 525 feet. and later from treasure island we'll see the construction crews start to install it. new tower is self-anchored span. it's part of a $6 billion project expected to be completed in 2013. tower under construction is made up of four independent steel legs composed of five vertical sections. first of four is being set in place today. each section called a lift will help create the soaring tower. this is the largest self-anchored suspension in the world and quite an engineering challenge. >> i don't think everybody understands that bridges are hand built. people out there working today are kind of folks that worked with erecter sets as kids are doing it now. what we're doing is looking at the amount of the weight and makes sure everything stays in balance. >> they were made in china. they arrived two and a half weeks ago. fir

treasure island, and development begins as an unreliable asset with close the current violations. let's start stepping into the southeast plant upgrades as approximately $660 million across the board doing lots of different things, replacing the wet weather had winds, which is where they enter the plant. i think that many of you have done the walk through and no that area. a rebuilding of primary tanks, coverings, rebuilding the secondary clarify years, order control, major seismic upgrades to route, electrical implementation upgrades. with the commissioner we took a walk through the oxygen plant. that has a major upgrade coming up that will be linked to the left -- regulatory changes in the future. we have energy and water reduction projects so that we can use storm water, recycled water, or ground water. the plant was built in 1952. this treatment plant is the heart of the city and it is important that we have this working as best as possible. to the north -- >> fired chart? there is a lot of stuff that talks about rebuilding. can you help us with this distinction between what y

kron 4 kate thompson live on treasure island with more on the progress. >> a big day for the bridge as they put that first place pieces into place to build this enormous then what you see it with this tower now. if you take the bottom of the tile work and put it on top of the existing tower that will give you some idea of how high a you will be able to see the tower from san francisco. currently you can even see the eastern span from san francisco. we want to assure you animation from throughout the day starting at 6:00 a.m. of the lifting this enormous piece of steel into place. it was laying flat on a barge they had to lift it up, suspended over the steel beams which are sticking out of the concrete foundation. it's kind of a very careful and slow process taking more than 12 hours because they have to thread a needle by placing this deal on top of these metal beams which are sticking out that they can secure it to. we do want to show you the animation of what it will look like what it is complete. this is a look at what the tower will look like. standing 525 ft. tall this will be par

planning by directing new development and economic growth to advantage former industrial lands like treasure island, thereby relieving some of the pressure and growth on existing neighborhoods. what do we gain -- or what do we avoid if we don't approve the project? it's not clear that we gain or avoid anything except in the realm of unintended consequences, the residents of alice griffith get more of the status quo with no real viable plan for rebuilding their homes and the residents of the bay view get more of the status quo with no real plans to offset decades of high unemployment and poor public health and a lack of the basic part of transit and retail amenities the rest of san francisco takes for granted. decades of doing nothing for these potentially useful waterfront lands have clearly not done any good for the bay view or defining the african-american populations or the city as a whole. now at least we have the opportunity to try something different and to offer hope and a viable opportunity so something other than just more of the status quo.

we're live at treasure island. we can show you a portion of this leg, a tower is actually suspended in the air. you can see that right there. we're standing where there will be an official ceremony marking the completion of this step. as i mentioned an hour ago, we must warn viewers that this is a very, very, very slow process. bart nay told us workers have to be very careful. today, caltrans is putting up the first four pieces of the 55- foot tower which will be the centerpiece of the new bay bridge. joining us this morning is bart nay. he's the spokesperson for caltrans. you have a almost show and tell to give us an idea of the scale behind us. >> reporter: yeah. this please talks about how the story meets the future of the brick. this was handcrafted in the 1920s and opened up the bridge. it's smaller. it weighs about 0 pounds. american bridge actually is the company that built the original bridge, using wrenches like this. >> for folks at home, they are seeing a portion of that one leg of this tower. >> right.

if you look at mission bay and the treasure island documents which this board recently endorsed, theydid include waivers of consequential and special damages that were included and did not include a waiver of tenant to damages. we are willing to fix that to conform to those other agreements. we would also support the amendment regarding heating and cooling. there are a key changes. one, on the advice of the city attorney, these should not be in the findings. these should not be with the interagency agreement. fossil fuels heating and cooling systems would effectively bar electric and gas heat the way people get it in most homes in san francisco. if that were amended to delete the two references in that amendment to the heating and cooling systems but retained a prohibition against power plants, we would be comfortable with that amendment. in terms of items that we are recommending against approval that, both of the amendments regarding studies for the day lighting of the watershed and air quality, we don't have a problem with either of these issues as a matter of public policy but we

which runs from -- north point facility, upgrades at southeast, back flow prevention and the new treasure island plant. so this is a fairly comprehensive list of projects when you think about compliance on this list that makes up about 3.7 to 4.7 billion worth of the cost. in 2010 dollars that is 2.2 to 2.7. the reason for doing those projects is maintaining compliance during all conditions, having reliable dry and wet weather treatments, protecting public safety and protecting the bay and ocean and insuring that we have the ability to serve after an earthquake. now perhaps it is the discussion point. what we are looking for as we proceed through the prevention this afternoon in the next two hours is to be able to get agreements on the levels of service so that i can earn this check in my left column on my slide. and we can begin moving forward and locking down goals and levels of service. >> if an earthquake were to happen during the dry season, what would be happening during those 72 hours before the facilities got up and running again? >> after an earthquake situation, what we do is that we a
