i'm president of the treasure island family center foundation, a non-profit based on treasure island for the past 10 years. i'm here in support over the e.i.r. on behalf of our board and the children and individuals that we have served through our programs. we are very proud to put 1,200 kids through our programs each year. most of which have not had experience on the waters in the past and have some sort of form of scholarship, but we can do better. the plans that we have been working on for the past 10 years with the treasure island community development, will give san francisco an excellent resource, an excellent place for our community and our citizens to go sailing and be able to have access to the bay. there are cities across the country that have fewer citizens, less desirable places to sail that have done a great job of getting them access to the water. we can do better. we will do better but the project needs to move forward in order to do that. the time is now. the america's cup is coming to san francisco. we're all very excited about that, but let's make sure it is not jus

we are only building on 100 acres of the 400 acres on treasure island. it allows for a much more efficient network of dry and wet utility systems and allows the development of two-thirds of the island as public parks. a wide variety of programs for open space. a large portion is dedicated to infrastructure and systems and landscape architecture. we will talk about some of the measures that have been integrated to address the water treatment. with respect to sustainability, back in 2006, working with the department of the environment, the staff came up with the first sustainability plan for a project in san francisco. we updated that in 2011. that would be one of the final approval actions that the title board would take and the board of supervisors would be adopting the plan. there are obligations that would ensure the responsibilities of treasure island community development as the community developer. so, at the master plan level, we have committed to achieving neighborhood development at a bold certification. -- gold certification. we are working with

the navy at somewhat in time will convey treasure island in parcels to tida. when they do that, we have to have another agreement on how they provide utility services, on an ongoing operation to the island. right now, we're just doing cost recovery with the navy, operating their facilities. as i mentioned, we will provide design criteria to be constructed by the developer, a process for accepting the utilities. after the utilities are actually built, there is a process we go through for you to except those utilities. once you accept those utilities, it has certain responsibilities and obligations on your part. you would then own, operate, and maintain those facilities, so it is very important that you understand that they are a process for you to go through and look at that. we also have construction inspection services. i think this is important, that all the facilities that will be built, we will have city construction inspectors on site overseeing the work done by the developer to insure that it is done to our specifications. so what is the developer for wri

there is also a project for treasure island for backed up water and water supplies on treasure island. again, that follows the same pattern we have had on all of the issues we have done. the third, the environmental enhancement surcharge -- as part of our negotiations with wholesale customers, we limited the amount of water we promised to take off the ptolemy river through the year 2018 -- the tuo9lome -- tuolome river through the year 2018. we had to have encouragement to not take additional water. it is not something where you can simply turn the tap off and not take the water, so we created environmental enhancement surcharge that said that if we collectively use more than 265 million gallons of water per day, we will then start charging a surcharge over the regular cost of water that would encourage people not to take that water off the ruolumne -- the tuolumne. the surcharge is high enough that it would encourage people to do other things instead of taking water of the rivers. water usage has gone down so much over the past three years that none of our projections show this kicki
