i am president of the treasure island museum association. i would like you to get a picture in your mind but taking the ferry boat over from the embarcadero, and you come to the island and you go in through the dock. you get up and walk over to building one, and after you have gone through building one, you see the opportunity for retail, for something to eat, something to buy, but along the way, you say to yourself, "how did this all come about? how did this get billed? we understand it is an artificial island." if that is where our museum comes in. it was established as a bicentennial project, but was closed in 1997 by the navy to protect the collections, but those collections on the history, the building of the island, the clippers, the navy, would be the basis of the museum, together with a new way approachable by younger people in this century that deals with the innovation, the fact that this island is built to be green, to be sustainable, and these assets, bringing together this team of innovation past, present, and future, will be ver

there is also a project for treasure island for backed up water and water supplies on treasure island. again, that follows the same pattern we have had on all of the issues we have done. the third, the environmental enhancement surcharge -- as part of our negotiations with wholesale customers, we limited the amount of water we promised to take off the ptolemy river through the year 2018 -- the tuo9lome -- tuolome river through the year 2018. we had to have encouragement to not take additional water. it is not something where you can simply turn the tap off and not take the water, so we created environmental enhancement surcharge that said that if we collectively use more than 265 million gallons of water per day, we will then start charging a surcharge over the regular cost of water that would encourage people not to take that water off the ruolumne -- the tuolumne. the surcharge is high enough that it would encourage people to do other things instead of taking water of the rivers. water usage has gone down so much over the past three years that none of our projections show this kicki

there is the creation of the treasure island transportation authority, which will collect revenues on the island to subsidize transit service to and from the island. those units will be provided by transit passes with a capital investment of over $145 million with an operating subsidy of $125 million total. two-thirds of the island will be public space. we will come into different types of open space from neighborhood park to access to the water board, sailing, sailing improvement, urban farms, ann coulter the successful sports fields on the island now. at a cost of $124 million through the project, affordable housing we have talked a lot about in response to the governor's proposal for development. it led to work less revenue in the project, reducing affordable housing with the ability to get back to 30%. we appreciate the work of the supervisor to try to get changes to legislation, given the commitment to legislative changes, allowing us to get back to 30%. the total cost of the affordable housing program is $430,000, making up a significant amount of the 1.2 $5 billion housing cost

the eir by its own title is the treasure island and yerba buena island redevelopment plan project. after the draft was circulated and even after responses to comments were submitted, on april 12 of 2011, the planning commission came forward with a memorandum notifying the planning commission that the project was no longer a redevelopment plan. instead, it was a special use district area plan not to be financed through the redevelopment law, but through the air infrastructure financing districts. none of these approvals were noticed in the eir that was circulated to the public. the changes to the project have resulted in a recommendation by staff to eliminate 400 units of affordable housing for the project in order to make up for the projected shortfall in funding that would occur due to the city abandonment of the proposed redevelopment project. ceqa guidelines 15124 requires them to have a list of all of the permits and approvals that are being proposed. this eir does not have that. a ceqa guideline states that if the agency is proposing to use a eir for a prior project proposal b

the fundamental legislation that allows the transfers of entitlement and trust from treasure island to yerba buena island are pursuant to legislative authorizations from the state legislature that expressly says that it expects development of the treasure island will move forward as a redevelopment plan. that redevelopment plan would use the authorities under redevelopment law to increase the amount of affordable housing available. instead, what is happening now is with the changes that have been made, it is being proposed to reduce the amount of affordable housing that could be achieved. the legislature has not authorized a transfer of title and trust for a special use just not authorized. this has become fundamentally unfavorable because it will have to change in some way in order for any development to move forward. also, there is significant new information that was released after the draft eir that was prepared that has to be addressed in the circulated eir. the draft eir did not identify the fact above the traffic safety system on yerb buena -- yerba buena may be blocked by const

those systems may be located on tops of buildings on treasure island. anybody familiar with the circumstances of september 11, 2001, would understand the risks to public safety that are posed by putting such systems on top of a high-rise private building in the middle of san francisco bay. there is also a problem in terms of failure to disclose or adequately address the projects impacts. specifically, historic resources in this case in our letter. building 111 is on the national register of historic places. yet, the eir proposes to demolish the building. also, the uses of buildings one and three are at issue. one we raise these issues that the uses of buildings one and three have not been identified adequately, amazingly, they say do not worry about that. when we find out what the uses are, we will review it. you cannot do that because you are being asked to approve this. this is a project level eir. this does not give us the information we need. the clipper cove project, the water side projects are going to move forward, but the other portion is now in

when i was moving to san francisco, i lived here on treasure island to live. of the draws was the views. it's impossible to beat them. you have the bay bridge here, the city skyline, the golden gate on the right, alcatraz, angel island. you can see it all here. when it comes to convenience, not so much. most of the people who live here have to drive to oakland or san francisco to take care offer rands. they want to take care of that and transform the island into an urban village. now, approximately 3,000 people live here. the redevelopment plan boosts to 19,000. it calls up to 8,000 residential units. shopping districts, more shopping space, roads, library, a school, a ferry terminal. urban village. this whole project is a $1.5 billion project. the san francisco planning commission narrowly approved the reports earlier this year. they voted in favor of the plan. tonight, they will consider an appeal put together by opponents that include the golden gate audubon society. the review did not consider the projects impact on the bay bridge and the added traffic it w

that is just the tip of the iceberg of some serious problems that have arisen with the treasure island project. the state of california is threatening to remove redevelopment funding from redevelopment projects. the anchor developer and staff have decided in the last month to completely change both the funding and government structure of this thing. it is sort of like redevelopment. what it means in real terms is that this treasure island project -- many groups have already raised many problems with it on the environmental impact report like transportation, sea level rise, as tsunamis, etc. this project will in up with about 20% less funding than it had before. that has created a profound pressure on the project itself. not only have staff and the developer's proposed to cut the affordable housing component of the treasure island project from 17% -- by 17% from what is now, but they have a situation where we're going to do to mitigate problems all depend on future funding from revenue of the project. in the last month, we've seen the mayor's office staff, other stuff, and the developer
