for many years as you know that we were at treasure island and the treasure island sailing center was a great partner, very much aligned with our goals of increasing access to the water for recreational opportunities, for young people, as well as the san francisco and community residents. secondly, i'm the president of the elementary school p.t.a., and i'm here because our teacher can't be here, our fourth grade teacher who has for many years participated in this set, sail learn program. and she asked me to make a few remarks on her behalf. our school is focused on narrowing the equity gap and she see this is program as critical to that. she feels that sailing is traditionally a sport that many people have not had access to. and she's able to take all of the kids in our school, fourth grade there, to the program where they actually get to sail. they learn about science. i think that they're learning about alternative wind energies this time. it's very much aligned with the next generation science standards. and part of our school strategy really in narrowing the equity gap. and i woul

and the cove was created when treasure island was constructed. there was a shoal that extended off to the northern shore of the island and materials from that shoal were dredged and pumped into the containment that became -- formed at treasure island. that -- that created clipper cove and dredged it to its original depth. and in clipper cove lies between treasure island and yerba buena island. and the treasure facilities are at the southeast corner of the island today. here's a perspective on that. you can see the waterside facilities that extend out over the water and down to the water. and the base structure there was existing naval facilities though treasure island sailing center has made some improvements to the access. and then they have some modular facilities and boat storage on the land side. and the 201 entitlement and transaction documents for treasure island committed the community development to provide a geotechnically improved site for the continuing operations of the sailing center programs and the land-use plan identified that site

so phase one of treasure island, as you're well aware, includes all of the areas on the island and the first phase of treasure island closest to the ferry terminal building one and the city side neighborhood. and a quick overview of the many different types of circulation that we're designing for, recognizing the importance of walkability, safety and accessibility with the focus on transit. first, beginning with the pedestrians and pedestrian circulation leading to the intermodal transit hub. bike circulation and the inner relationship between bikes and pedestrians has been an important consideration throughout the design process and i'll talk a little bit more about that as we move through. vehicular circulation and understanding where the vehicular safety concerns are, with an emphasis on good intersection design and linking the vehicular circulation with the intermodal hub. then lastly, the overall transit circulation with the interconnection of ferry, bus and shuttle services on the island. so in terms of the paving design and material selection criteria that we've had, we really b

so pier et as i mentioned, it's the last pier, just east of treasure island. yerba buena island of the former bay bridge alignment. and the proposal there is rather than demolishing the pier all the way down to the mud line of the bay, as was in their original bcdc permit, caltrans has proposed and bckc has approved removing the upper portion of the pier and then constructing access from the shoreline out to the pier, as a public access improvement to bring people out on to the bay and give them a different experience along the shoreline. so this is where pier e2 is relative to the east end of the island and the new bay bridge. and this is some shots of the construction in progress. you can see they've already taken the pier down to the intended level and back to the shoreline they've cruxed it. -- constructed it. and planned view of how that will tie in with the proximity to the torpedo building and access back to north gate road. because caltrans needs to do some environmental work in the vicinity of area where the parking and bike racks are indicated, there

and one of the unique things about treasure island is a substantial portion of the the island, including the eastern neighborhood, the bulk of the eastern neighborhood is subject to flex-zoning. so there's a base zoning, but that -- we can actually go above that in many instances. so the flex-zoning there's one parcel, the tower parcel that's zone up to 450 feet and three parcels that are zone the up to 315 feet. and then as i mentioned, the bulk of the east side neighborhood, as well as several parcels on the west side of the site, are flex-zoned up to 240 feet. then there are also, as shown in blue on the image, a number of parcels that are zoned up for to 115 feet. so there are a number of sites where the project can seek more height. the flex-zoning on the eastern side of the neighborhood has some special provisions to it, in that that area cannot be uniformly increased to 120 feet. but where it is increased above the base zoning, then there are offset requirements from other parcels, before they can go up. so the image at the top center shows that any individual tower, going up abov

so this is about treasure island.we -- there was a report in the examiner today that was really good about treasure island. treasure island is opening up to become exactly the same sort of crisis that we're experiencing in the bayview-hunters point. as i said last meeting, a key part of the treasure island problem is the agencies and especially the treasure island development authority, which is sort of an independent rogue agency that is acting very badly, and its director, bob beck, has gone around literally telling all your offices that, for example, tetratech didn't do any cleanup work on treasure island, which is totally false, and i can send you the documents to show that. so that's -- i think it's a perfect position for lafco because tida is a separately independent agency. it's a perfect thing for the lafco to have part of one of its future meetings to be about tida's roll and how it's caused this chaos on treasure island, and whether we need to disband tida and get some elected access like that or maybe what

no one on treasure island has been evicted. in fact, the truth and mercy generosity of san francisco, they set aside some of the tenants, they called them pre-d.d.a., about 200 of them, and given them generously with the benefits that we are talking about here. nobody should be entitled for anything but the city of san francisco is very important. when we go out there and we talk and we talk about a supervisor and we keep keep them up-to-date because they do not know, because the residents are doing this, and we do not explain it, even to the press and everyone. what happened is we keep passing misinformation down the line, that is not what is happening here. other things that i need to do here is that -- we need to define what we mean by caregivers, and we see all the documents and we know it is very important when we communicate that people know the composition and the household. san francisco has a policy that is set aside and we are bound by as a sitting agency for public housing tenants. there is a lot of policy in there.

we have met with title or the treasure island development authority and secured from them the affirmation, they wish the facility to depart island by 2024. the date in 2024 is now specific in so far it's not indicated but we are taking it as the last day of 2024. we will need that time. as you know, we are involved with developing the bond program for 2020. this project of the prior training facility is one the components of that bond program. in order to go forward, we do need to understand where we're headed. that's been the work we've undertaken over the last few years. with that said, i would like to ask matt to step up and walk us through the balance of the presentation. >> thank you very much mr. higueras. may i have clarity in terms of last name. thank you for your time and your attention. over the past two or three years, we've been working on a number of studies. we have three to date which started in june of 2016 have recently been concluded as of late 2018. so october. those three studies were developed by public works as well as a third party consultant that specializes in pub

crises have met with your aide and it's important what we do on treasure island, the same contractor did almost all of the clean-up work since the mid90s and probably falsified a lot of that work, where there's radio active contamination right now that people are exposed to, where there's chemical contamination like dioxins that people are being exposed to, we need to halt the development program on treasure island, the same way the program in bayview hunters' point has been halted. part of the process is that, frankly, chida, treasure island development authority is bought and paid for by the developers and has been, basically, lying to the board of supervisors, pretending that tetra had nothing to do with the clean-up on treasure island, which is totally false but trying to make it appear that's the case. there are other problems along those lines that we've had this whole time and this is the local agency formation commission. that's a local agency. it would be very interesting to possibly have the hearing at the lafco, depending on what the legal council might say about that. but

she was the director of the treasure island development authority. she was the dreblght director of the department of emergency management, but what inspired me most about her work was when she served as a board member for partners ending domestic abuse, and how she was committed to raising money to help provide support for women who were escaping some of the most challenging of circumstances. her work oftentimes was not always recognized. in fact, when i worked for her at the treasure island development authority, there was a lot of challenges around the housing there. and a percentage of that housing went to formerly homeless families. and anne-marie and i had this conversation about how we could make that work. i'm, like, how are we going to make it work for the families? she just basically said, we're going to make it work for the families. we have this housing and part of what we're going to do is make sure we improve the bus routes. there was a program that she and john stewart's company worked on to provide furniture and other opportunities fo
