and the cove was created when treasure island was constructed. there was a shoal that extended off to the northern shore of the island and materials from that shoal were dredged and pumped into the containment that became -- formed at treasure island. that -- that created clipper cove and dredged it to its original depth. and in clipper cove lies between treasure island and yerba buena island. and the treasure facilities are at the southeast corner of the island today. here's a perspective on that. you can see the waterside facilities that extend out over the water and down to the water. and the base structure there was existing naval facilities though treasure island sailing center has made some improvements to the access. and then they have some modular facilities and boat storage on the land side. and the 201 entitlement and transaction documents for treasure island committed the community development to provide a geotechnically improved site for the continuing operations of the sailing center programs and the land-use plan identified that site

and then of those, 266 are on treasure island, and that's -- excuse me, yerba buena island. and the remaining units, representing 27.2% are affordable. of those units, 307, which is 5% of the total unit count, or 14% of the affordable housing count, but 307 of those units are inclusionary, and those are the ones that are developed by ticd and/or its affiliates. the remaining units, 1 1,866, are the authority units, those are the affordable units developed by non-profit affordable housing developers. so of those authority units, the 1,866, the dda states that the minimum -- a floor, not a ceiling, of the units, 435, are developed by qualified one treasure island non-profit development members. so, again, that's a floor, but minimally 435 of those units, which is 23% of the total affordability, are reserved for homeless households. the authority units are developed on 20 pre-identified parcels, integrated within the market rate developments. again, i know we talked about this last month, but one of the reasons that the affordable housing on treasure island is one of the best d

>> there's plans for several children's playground spaces on treasure island. yerba buena island, and i wasn't here at the time, but i think there is some high-level potential incongruities with the public trust and making sure that we have a regional destination for everyone, often times playgrounds can be interpreted as a local feature, or benefit for the local community, and so early on, there may have been, at high-level, if you'd incompatibility there. i think this opportunities for interpretive elements, maybe not a traditional quote unquote playground, but opportunities with some of the salvaged and found elements here for there to be interpretive play. >> -- >> there is not an actual playground planned on yerba buena island right now. >> i certainly would urge you to look at how children would use this open space at yerba buena island. not just for the families who are living there, but also as a place where people can come to, and certainly i know when my children were young, we went to different parts of san francisco to experience those parks, and cer

so pier et as i mentioned, it's the last pier, just east of treasure island. yerba buena island of the former bay bridge alignment. and the proposal there is rather than demolishing the pier all the way down to the mud line of the bay, as was in their original bcdc permit, caltrans has proposed and bckc has approved removing the upper portion of the pier and then constructing access from the shoreline out to the pier, as a public access improvement to bring people out on to the bay and give them a different experience along the shoreline. so this is where pier e2 is relative to the east end of the island and the new bay bridge. and this is some shots of the construction in progress. you can see they've already taken the pier down to the intended level and back to the shoreline they've cruxed it. -- constructed it. and planned view of how that will tie in with the proximity to the torpedo building and access back to north gate road. because caltrans needs to do some environmental work in the vicinity of area where the parking and bike racks are indicated, there

so, they are out there now, they are on yerba buena island, they are moving down into treasure island fairly soon, and we just, we see the long sort of like build-out, it's going to take some time. the treatment plant is key to the development of the island because the existing plant takes too many resources from us and too many resources from tida, so actually moving forward with the replacement of the treatment plant is in our best interest at this point in time. >> i'm just wondering if it's soul-source contract or some issue down the road, i mean, who knows if relationships sour, that they have the option. >> right. >> to go out to bid. doesn't sound like that's in play. >> not at this time. >> ok. thank you. >> good segue. so, tom birmingham, the project manager for the new wastewater plant. i'll talk about the development going on out there, and the proposed new treatment plant. a bit of good news, so the development is a massive 10 to 15, maybe 20-year development. they are rebuilding essentially the entire island, aside from the job corps. all the utilities above and below gro

and one of the unique things about treasure island is a substantial portion of the the island, including the eastern neighborhood, the bulk of the eastern neighborhood is subject to flex-zoning. so there's a base zoning, but that -- we can actually go above that in many instances. so the flex-zoning there's one parcel, the tower parcel that's zone up to 450 feet and three parcels that are zone the up to 315 feet. and then as i mentioned, the bulk of the east side neighborhood, as well as several parcels on the west side of the site, are flex-zoned up to 240 feet. then there are also, as shown in blue on the image, a number of parcels that are zoned up for to 115 feet. so there are a number of sites where the project can seek more height. the flex-zoning on the eastern side of the neighborhood has some special provisions to it, in that that area cannot be uniformly increased to 120 feet. but where it is increased above the base zoning, then there are offset requirements from other parcels, before they can go up. so the image at the top center shows that any individual tower, going up abov

at the moment is that maintaining the treasure island facilities under this current contract requires the resources of about ten full-time employees from the wastewater enterprise, employees whose in essence day jobs maintaining and running some of the major facility on the city side of the system. and the backdrop to that in terms of additional challenges are that we have across our system somewhere around 20,000 hours of unmet preventative maintenance needs on the systems we are struggling to take care of now, and that's for the main systems that serve the other roughly, you know, million residents of the city of san francisco. and in addition to that, we have about a 25% vacancy rate in the maintenance and staffing levels, that's the case now on and off for several years. that has a lot to do with industry trends and the current employment market. but the fact is, those are some of the constraints that we are currently operating under. and closely related to that is, as you just had the nice ceremony for jerry murphy, we have about 50% of the staff currently eligible for in a few y

no one on treasure island has been evicted. in fact, the truth and mercy generosity of san francisco, they set aside some of the tenants, they called them pre-d.d.a., about 200 of them, and given them generously with the benefits that we are talking about here. nobody should be entitled for anything but the city of san francisco is very important. when we go out there and we talk and we talk about a supervisor and we keep keep them up-to-date because they do not know, because the residents are doing this, and we do not explain it, even to the press and everyone. what happened is we keep passing misinformation down the line, that is not what is happening here. other things that i need to do here is that -- we need to define what we mean by caregivers, and we see all the documents and we know it is very important when we communicate that people know the composition and the household. san francisco has a policy that is set aside and we are bound by as a sitting agency for public housing tenants. there is a lot of policy in there.

there's the marina where treasure island enterprises will be. and then there's sort of a broader clipper cove. the marina area responsibility for dredging lies with the developer with treasure island enterprises to maintain an access channel and access to the docks. for the sailing center, tida and the sailing center lease has agreed to maintain a minimum depth of four feet for the sailing center to be able to operate. there was a question around responsibility for the rest of clipper cove which we have always known is tida's responsibility. but in the amendments to the resolution we worked with tida to clarify that through funding from the c.f.d. that exists on treasure island, that tida would be responsible for maintaining depths within six inches of what it currently is so we can continue to maintain public access to the space. >> president fewer: thank you. we heard about the need for an environmental review. so has there been an environmental review on this project? >> my understanding is -- and maybe other folks can speak better to this, i
