and to rule positively on the street vacation and the rezoning of the triangle. i'm taking up your time only to underscore the importance of your decision today, to my neighbors and friends in the neighborhood, to chinatown, north beach, telegraph and russian hill also. we started this project in 1999. we were all word about the y2k bug. there was no 9/11 yet, there was no 2008 crash. those are a lot of years when you're measuring them in the lives of children. the kids whose parents started this project in the last sentry are in high school now, and we hope that library will be built before they get out of college. the needs that we had 10 years ago that made us work so hard for this have only gotten worse. the library is more crowded, more decrepit , less safe, less sound than it was a decade ago. the playground is more cracked, more rusted, more in trouble than it was a decade ago. and we have waited for this day, to stand in front of you and ask for your approval, so that this project can move forward. we have waited for this day for 10 years. so we're hoping

the commission unanimously approved by in the triangle lot under eminent domain. there was some controversy over the acquisition of this project. because of the law, we really could not develop a vision at that time for how this piece of property was used for recreation purposes and how it was tied into park planning. but you see it here today. i think this is what the commission had in mind when we acted on this five or six years ago. it allows you to consolidate park uses and create a new library, making it up to a situation for the uses of both facilities. i think the street closure mimics what we have done throughout san francisco when we have had the opportunity to expand park property with these unusual street grids. market street during the rebuild -- during the bart metro development in the late 1960's -- we closed a number of these trials including public holiday plaza down at busch market to create larger public spaces. that hat -- that is being done at this site with little impact on traffic patterns. i urge you to improve the street vacation plan. >> a

i am the vice president of the triangle neighborhood organization. we strongly oppose at&t's plan to further encroach in the public from. one of my first act of civic involvement came soon after i moved into my house on henry street 15 years ago, when i saw a sign on the ugly box across the street from us informing the at&t was skipping normal notice requirements due to an emergency and would enlarge the box by one-third. many people say henry is one of the most beautiful streets in the city. none of that carry any weight with at&t, nor would it under their current proposal. after an arduous fight, i was able to get at&t to help pay for friends of the urban forest to install trees to mitigate its ugliness. when i leave my house, i appreciate those trees. but the box is still there and still ugly. i am impacted by that every time i pass it. or the one on castro and 15th, or the one on castro and market. the last one, i wonder why we spend so much money getting the city to replace the ugly newspaper boxes. i cannot tell you how many times i have called

it's in the middle of a triangle between 28, 41 and 13. we look at call volume and then look at the closest engine possibility coming in as a second unit and still be able to meet the response time because that's important to us. similarly, station no. 5 is a busy station. it is surrounded by a number of neighborhood stations. when we look at the call volume, the response time fell within the range we wanted to. station no. 14 -- we don't have as many around them, the call volume is less. we looked at the call volume and we look at some of the responding entities. station 51 is a new station we just took on in october. we entered a 10-year agreement with the golden gate recreational area. we have that asset to comer -- to cover some of that area. in the heart of the mission -- a very busy station. but our analysis shows some engine companies would be able to take on some of that load. nevertheless, and the asset you take away is an increase in the risk. it's not something i am advocating for, but if you are looking for additional solutions
