now, we also wanted to look at the issue of tricare and personnel costs. i don't want to spend a lot of time on this. the proposals that were presented are much more detailed than what i'm covering here, but making co-pays more typical for drug prescriptions, increasing premiums for retirees under 65, raising the cap for cost on retirees, and they were told the dollar amount associated with each one, the dollar amount, the savings. and making the co-pays more typical, that got a majority, 6: 10 favored it. but a clite majority opposed, increasing premiums and larger majority opposed raising caps for cost on retirees. then we looked at a number of proposals for cutting costs related to personnel. slowing the growth of tax-exempt allowances, changing military pensions, capping the military wage increases. it's a lot more detail in what was presented. i am giving you a quick overhead. and these did a little better. clear majority favored slowing the growth of taxes exempt allowances, slight changing military pensions. but a majority opposed capping military w

chair, our military personnel have access to great health care through tricare, but in certain cases, and many would be surprised to learn this, tricare does not cover every health service, and this is -- comes in the place sometimes with children of military families with special needs. there's also a circumstance when someone in the military is separating from the military but they don't have retirement benefits and their family, their children may not have access to health insurance. i ran into this in a case back home in tampa, florida, at mcdill air force base, not like many of our colleagues here who participate in forums for veterans and job fairs and the like, and the military health folks were -- they didn't know a lot about medicaid or the children's health insurance program, whether it applied to military families that they talk to all of the time or those families that are separating from the military and are no longer covered by tricare. so we tried to investigate this with the pentagon a little bit, but they were not able to clarify anything for us. i've done a little re

the exact same code medicare reimburses about $2000 in tricare reimbursement in the 630-dollar range. that is one of the reasons that many of the private sector providers out there are having to limit the number of of our veterans covered under tricare so i will just share this with you. it's not that they don't want to see them. it's that when, if they are the only person that is signed up in that area then it becomes a huge -- and their privacy and quite honestly the practices -- i will lay this out for you and we will go from there. mr. shinseki if i had a second copy i would give it to you and i can get a copy for you as well. but we have to beat around this bush and a little bit. we beat around this issue about two bureaucracies that resist change. my question and for anybody who wants to take it is, the men and women serving this country be better served if the health care benefits were handled under either one of the agencies instead of both of the agencies that have had to make that transition? >> well you know i have thought about that a lot but i think the reality is we have

if congress doesn't extend the sustainable growth rate patch, medicare and tricare doctors will see mother than a 27% cut in their reimbursements, causing many of them to stop seeing patients. millions of seniors and military members and retirees could lose access to their doctors. not a single vote has been proposed by the republicans to stop that from happening. then there's the debt ceiling, without action the nation will once again risk preaching its statutory limits, triggering a historic default. last summer we achieved a bipartisan agreement to raise that ceiling and lower the deficit at the same time, warding off the effects of default. but not before house republicans pushed us to the brink. resulting in the first-time ever downgrading of u.s. credit. the american people don't want a repeat of that sad chapter in our history and our economy certainly cannot afford it. rommed reagan new the value of insuring america's commitments. he raised the debt ceiling 18 times with no conditionality. what about a comprehensive jobs bill? after 27 straight months of private sector job growth,
