student delegates: truancy and african americans. if everyone took the tests, would these be higher? i know that my school, which may not be the same for every other school is that teachers or the principal to go hunting down kids to take the test, and i would say that those kids are the kids that have truancy problems and that those kids are the ones that are scoring low back as well, so would not those be higher if everyone took the test? >> actually, the state has a criteria that every school has to have a participation rate of at least 95% before they publish the scores, so they did have a 95% or above participation rate to even have the scores be there, so there is a lot of, you know, may wake-up time that we give for make up time. they are administered pretty widely across the school. commissioner: however, if you do not mind, student delegate, we see that many african-americans are high in truancy. even by school, 95% has to be tested, some have a low percentage of african-american students, and that could mean that disproport

i know ours is based on truancy in schools. right now one thing we are getting is against automatic weapons off the streets that are leaking in from across the border and those kinds of in-kind services are not necessarily funding but for these gang task forces in oakland it helped fund the street outreach services when we've violence on the street. we use them not just for the gangs. a lot of our violence and shooting is in the black community but we are using with young people who are out on the street in general and it has been a critical part of our gang task force within the city and coalition and i know that the rest of our cities use them similar for intervention projects. >> quickly, we lament the passing of earmarks. city mayors, i could sell my case for intervention and prevention to my congress persons and they responded. i have two operation centers in the heart of the most challenged areas of our city kept alive by a half million dollar earmark from congressman jerry lewis and that expires and they don't come back

it was the issue of focusing on elementary school truancy. now why did i do that? we had a rash of homicides in san francisco a few years back. many of our cities are plagued with those statistics going up and down. it was an issue for all of us in leadership. so i asked a member of my staff to go and tell me who are our homicide victims who are under the age of 25 when they were killed. the data came back and included the fact that 94% were high school drop-outs. so then i went over to the school district and asked the support -- superintendent what is going on? she said the of the number we had in san francisco public skyhooks, 54% has been designated as habitally and chronically truant, and 54% of those were elementary age students. we are talking about 6 or 7-year-olds who are missing, 50, 60, up to 80 days of an 180-day school year. who do we think those children will end up being? and so the direct connection between public education and public safety. and so we decided to take it on, and i decided to do something that was a bit controversial. one of the bene

to advise me what programs to support and increasing with our school district, whether it's anti-truancy programs, whether it's ending violence, whether it's increasing educational opportunities and getting all of the gaps covered. and we know i did -- we did a very, very good move, we found several hundred thousand dollars to make sure there was summer school for kids that weren't able to pass math and science classes. that's a new requirement in order for them to go on. that's made all of the difference in the world. i don't know if their youth was appreciative. assuming their parents are. we're on a very, very good track. as your mayor, i want to make sure we celebrate the opening of this office. we know the very first programs coming out will be the c.y.c. bay view youth advocates that started this program right away. they're here in the presence of all of us as a witnessed to fact that when we have challenges for any community, our youth want to be part of the solution and this is inclusive of all youth. bay view youth, youth that will be here many, many years. they want a safety co

could be truancy court related advocacy. what their case management needs. and lastly, is the street level out reach. which is essentially, depending on the neighborhoods. canvassing hot spots. approaching youth on whatever corner block they hang out. try to link individuals with resources. get them information on what is out there. either try to refer them into our case management or try to listen them into a job fair or something they could go to a one-shot approach. >> it's interesting. crn canvases the hot spot neighborhoods to hopefully targeting issues. can you give us an example how you went into a hot spot neighborhood and how they worked and how we can expand that. >> first there are activities. there /sr-f already been identified 10 or 15 youth. we are going to take you to a warriors game. for a president of time. we are going to be with and you let you be kids. so there's some of the preplanned work that happens. some of the other activities within this general out reach has been intervening on gangville. there was one time on one of the friday ni

you look at kids going through high school these days, if they're there, and if we're preventing truancy, they're there sometimes alone. they're there with tremendous financial pressures, community pressures to do things other than seek success for themselves. and so we figured some of those things out and it led to needing to have a place for additional support to happen and there's where this wonderful program called college track has appeared with us. and i'm here today to signify the first success, because i know in june, the first class, although we started in 2007, the first class graduated this june and 100% of that class is going to college. isn't that wonderful? and did you know that 85% of that graduating class are kids that are first time going to college for their families, the first in their families to do so. that's another great goal.
