the tsa's precheck line is a service some people pay for but now a shift in tsa policy is changing that. ktvu's ann reuben explains why. >> reporter: this was their lucky day. >> i looked at my boarding pass and sure enough it said precheck. >> on our tickets it said we could go straight through, we were just selected. >> reporter: selected at random, these travelers got to breeze through the special precheck line with their jackets on, shoes on their feet and laptops in their bags. >> it was wonderful. saved so much time. >> reporter: the program has been rolled out at over 100 airports over the last 60 days. tsa says they're getting rid of what they call a one size fits all security and focusing on a risk-based one. >> this is the most important change for tsa in the history of our organization. >> reporter: technology and data gathering allow the tsa to deem some people low risk and of those a percentage will be chosen for the special security line currently being used by prescreened travelers. >> it doesn't diminish screening. it gives us the chance to focus greater on the people we

the tsa is opening offices where people can register for the tsa precheck program. that allows people to have their own line at airport check points. they also don't have to remove their shoes or coats or take out laptops or liquids. it takes about $85 to enroll for four years. you need your photos and fingerprints taken as well. in the meantime in the past two years the tsa says it has collected more than $400,000 from spare change left at security check points. right now tsa agents can pocket any loose change left behind that might be changing as well. a georgia congressman is cosponsoring a bill that would require the money be donated to various charities including the uso. >>> san francisco man says he is more than grateful for a generous tip he got from a person carrying out acts of kindness across the country. andy was recently given a $1500 tip on a $468 check. he says he didn't believe it at first until his manager confirmed the amount. >> i would like to say thank you so much. it made my day. my life much better. thank you. >> it appears the mystery tipper

tsa agents who check your boarding pass. of course, that begs the question, who is better at flagging at risk or risky passengers? such as terrorists? potential terrorists, man or machine? some airports are already experimenting with robots and our brian todd joins us now. this is obviously a story that pops out to any traveler crisscrossing the country over these days, over he's holidays. we're used to seeing the stuff in the movies an on tv. how real is this going to be? >> well, jim, this is a trend that experts say is coming to major airports like dulles here in washington and elsewhere. it's already been used in limited fashion in testing in europe and in asia and elsewhere. it's essentially the process of biometrics, smart security some people call it. the process of machines scanning your face, scanning your iris, your fingerprints to identify you to at least get you through the boarding process. now, some of that has already been tested in europe. according to the "wall street journal," london's gatwick airport proce

the wait is around 15 to 20 minutes while the airport and tsa are trying to work on getting the main security check point open, which is right over here to your right. you can see they've got blowers on the carpet where much of this water was. you might remember several hours ago we saw them trying to squeegee the water out. the tsa is also checking the equipment to see how it might have been damaged by this morning's flooding. this was the scene earlier this morning. terminal a under three inches of water with what looked like a rain forest pouring from the ceiling downstairs. no matter how much the workers vacu vacuumed, brushed away, that water just kept coming back. the culprit a three-inch expansion joint that burst around 2:15 this morning. hot, 180-degree water gushed out, steaming the windows and setting off the fire sprinkler in the process. it shut down the sky bridge, terminal a's baggage pickup. >> asked us to weigh our bags, check them in, and then we had to drag our bags over to terminal b and try to get on my flight now. >> has this been a huge inconvenience or just on

so this deal has in it some fees, but if you look at the largest piece of that, which are the tsa fees, when you go to the airport and go through security, that agency needs to be supported and, in fact, that agency even with the fees reflected in this deal is still not self supporting. >> one of the most hated federal agencies in america and you're giving them morgan. >> i don't disagree with that. the taxpayers are giving them more money. this way users should be supporting that agency. and even with this fee adjustment, it's still not supporting itself and the taxpayers -- why is it fair for somebody in my district of richmond who never flies to support tsa for all those who do. >> reagan believed in user fees. >> that's what this is. and on the tsa side which is the largest piece of the fees in the deal. >> as you were talking and dealing with this with budget chairman paul ryan, okay, did you and mr. boehner, i'll just call you two the leadership, quote-unquote, did you and mr. boehner give paul ryan a green light a, to lift the sequester caps and b, to go into the fee and revenue

but i get to introduce our next speaker, who is the head of the tsa. been coming for the last -- i don't know. three or four years, maybe. he has been the tsa administrator since july 2010, and he is in charge of 450 airports across the united states, and the air marshal program, and security for highways and railroads. all kinds of transit systems and stuff. before that, he was an fbi agent. we have got plenty of fbi guys here, former and present. and i -- i wish -- i talked to him earlier, because this year was kind of a rough year for him. this is the first time in the tsa history that they have lost an agent in the line of duty. hernandez, right? we offer our condolences. but i would like to welcome tsa director john pistole right now. but avoiding the hassle just got a little easier with the opening of three new tsa precheck application centers. including this one in alexandria. >> the advantage of tsa precheck for passengers is that it's expedited screenscreening. you go through faster. the reason is because you're leaving on your shoes. you're leaving on your coat. you're leaving your items in your carry on. >> reporter: the application process begins online on the tsa website and is then completed in person at the application center. where you'll be fingerprinted and provide proof of identity and citizenship. applicants will also undergo a background check. previously, only certain people qualified for the program. but with the new application centers, anyone can apply. once approved, members qualify to use the faster express lanes a t the security check points. keep shoes and coats on. and you won't have to pull your laptop out of its case anymore. folks already enrolled in the program say it really saves time. >> you don't have to go through as much empties of your pockets and things like that. itsmoother. >> i

after that, the airline decided, you know, we'd better tell tsa about this.en cleared, as many pilots are, to carry a firearm. the airline booked him a return flight as a passenger back to his home, but after a couple of hours, told the tsa that he was mentally unstable and might have a gun. and the plane, as it was taxiing away, had to come back to the gate. federal agents came on the plane, dragged him off, opened his suitcase off, said where's your gun? it turned out he was at home. he sued and the jury awarded the pilot a million and a half dollars. the jury, this was in colorado where the pilot lived, said the airline acted in bad faith. the airline saying, no, that's the wrong standard. if something is basically true, and you could certainly quibble with the words that are used, then the airlines ought to be immune from lawsuit because you want people if they see something to say something not to worry about something that lawyers might say later. i think the court was troubled by the way the colorado supreme court handled this case, but the difficulty
