listen, i have it, you probably have it and it does speed you through tsa precheck. the problem is it costs $85. you have to take a little time out of your day to go do it. you have to sit down for a discussion with a tsa officer, et cetera. and so that process simply has been enough of a road barrier, if you will, for people that they have decided they don't want to spend the $85 and don't want to sit for that interview. that said, since this whole thing has played out across the country so far this year, many, many more people are signing up for tsa precheck but they still are understaffed across the country. down 5,000 agents or so nationwide as the volume surges and so they are now really trying to triage the situation and moving these rush teams into airports whenever they have got a bad situation developing. boy the way, you may say where did they get the people to rush into the airports? if they don't have enough people how can they push or surge employees into an airport? i asked them that. the answer is you may have been watching the last few months whenever

they assume that the tsa precheck program was going to create enough efficiencies and speed enough people through that they could do with less transportation security officers. and they agreed with congress to cut the funding from 45,000 personnel down to 42,000. that turned out to be an error in judgment and that is one of the fundamental reasons that we're seeing the situation that we have. another key issue is that last summer tsa got a very bad report card, so to speak, on its security performance. the new administrator is changing the culture from one of convenience to one of security. that is going to slow things down. >> mike, how much of the blame do you think the airlines themselves are responsible for? we see a lot more people bringing on carry-on bags to help with the baggage fee. how much does that play in with this? >> that's not accurate. we've had the same situation a year ago. there's only 1% more flights than a year ago. it's not bags. the fact is, this is major tsa has given for this that you could really look at. they cut screeners, they knew hoe ma how many peopl were

we can vouch for the fact that the lines were extremely long, even in the tsa precheck area. why is this happening now? >> there's a number of things. it's a lack of funding from congress, tsa is understaffed, over 4,000 less screeners that it did a couple of years ago, increased numbers of passengers and a renewed focus, an additional focus on looking for the things that are particularly dangerous, things like bombs. >> we had a guest on last week who pointed the finger at management. is it a management problem? >> i think it comes back to more than anything else, a congressional problem. congress does not provide the funding necessary to run at normal levels and tsa went to congress and asked them to allow them to focus more on bombs and lesson things like small pocket knives. congress rejected it. that's sucking up a lot of the resources and contributing to the line sgrs if it's a congressional problem, it doesn't sound like the way that congress moves these days that it will be able to fix that problem before the peek summer travel season. >> it's going to be very difficul
