in fy '11, we had 45,000 tsos, 642 million passengers. fy '16, we have 740 million passengers and only 42,500 tsos. i guess the question that comes to mind, what do you think the number of tsos you need to address the problem we are faced with now? >> well, thank you for the question. i do think that we are at a lower staffing level than we need to be to meet peak demands at peak periods, and we're working the staffing models now aggressively with the airlines to determine the right number. we're also looking to see what kinds of efficiencies we can gain in just the way we deploy people. so we found in chicago, for instance, that we converted 100 part-timers to full time. that's an instant gain of a workforce. we're using overtime hours to effectively convert additional part-timers to full time. and we added -- we're adding a total of 250 officers over the summer, 58 right now. that in conjunction with some operational adjustments we made have dramatically improved the situation at chicago. so i think that -- i don't have an exact number

requested funding to hire an additional 320 tso's. for those of us familiar with travel volume trends, this did not seem like enough. more recently, t.s.a. has the chairman indicated, has announced its plan to onboard 768 tsos by june 15th. increasing staff and resources is a good thing but only if the proper vetting and training occurred before more are added. administrator neffenger, i want to know if t.s.a. has the money necessary to achieve its mission. at secretary johnson's request congress recently reprogrammed $34 million in t.s.a. accounts to pay for overtime and other costs associated with responding to the wait times crisis. while these funds aid t.s.a. in addressing staff shortages in the short-term, moving money around is not a substitute for infusing new money into an operation. t.s.a. should have access to all of the aviation security flees collected by the flying public to bolster security. yet the passage of the budget act of 2013, t.s.a. is required to divert $13 billion collected in security fees toward the deficit

can you tell us when these numbers will come to add to the tso's? >> the 768 we are hiring right now should all be on board by june 15. we are hiring them now. they are rolling into the system. that's in addition to the normal hiring we are already doing. this is a plus on top of that 1600 that we would've lost. with 40 cut into that number to eet the fy 16 targets. we will keep the 1600 plus the 768 on top of that. hat gives us roughly 23 or 400. that gives me additional capability on top of that. e are moving those people in right now. the conversion of part-time to full-time. we have quite a few part-timers nd look to be full-time. ms. shut -- ms. jackson lee: training not only the new recruits for training the existing tso's. that ties into the numbers that we reflected on dealing with ccuracy. that will make a general point. i would be just in your general point on accuracy. i would hope that we could actively engaging training ex military and i indicated some time ago college recruits. chicago was the epicenter. everybody's eyes were on chicag

attrition followed by the lengthy process to hire new tso's, record lagging in passenger traffic. combined they have created a perfect storm. working together, the airports, tsa, the airlines and industry advocates have identified short and long-term recommendations that focus on key areas, including the need for sufficient tsa staffing, increased pre-check enrollment and participation and the continued need to modernize airport infrastructure. we do not, however, support the imposition of any new passenger fees, rather we believe that the portion of the 9/11 passenger security fees currently being used to pay for government other government programs should be used to pay for tsa. chairman katko was at the airport last november when we unveiled the tsa enrollment center in syracuse. pre-check has proven to be very successful at our airports. almost 40% of the flying public is enrolled in precheck. while we believe this is the result of having an enrollment center in the terminal. our efforts to educate the public on the benefits of precheck have been very important and while seemi
