i oppose free tuition. i think at the community college, my wife went to the community college at the age of 50. that is at a reasonable price. where things are totally out of control is at the four year colleges. the thing i'm working with is people who know how to work with breakthrough technologies. uber, air bnb. what i'm looking for in the education system, how can we improve the quality of the education and lower the costs. one of the things that we can do directly to get those costs under control would be to enable it. if you have those loans and you go into bankruptcy. those loans should be discharged in bankruptcy. >> finally, congresswoman sanchez. you've gone on the record on this issue in this debate. how do you -- >> free community college. i want to talk a little bit about the whole spectrum of education. people seem to always focus on the four-year university. the reality is, i've been at this long enough to understand that not everybody is going to go to a four-year university. for example,

[applause] now, consider this. the reason that is important, it is about the only thing the federal government can do to help colleges and universities hold their costs down. when you have a lot of students doing work-study, that helps. one of the highest impact, lowest cost private schools is college in kentucky. where 100% of the people on financial aid, one hundred percent work in the schools. it was added before the civil war in kentucky, fully open to women and to african-americans, way back in 1855. but they still have the same model, it is democracy, small d. empowering students to get their education and minimize cost

the tuition costs are escalating, and not necessarily matching the financial aid.ur biggest challenge still to date is money. the good news is there are a lot of different institutions that are available to d.c. kids. and so, you know, right now we have students at over 500 universities around the country. and so, what we are able to do is work with the universities package, and then more importantly, who have retention programs to help the students once they get in to get out, because it's really a much harder thing to get them out than just to get them in. but there's opportunity. there's opportunity everywhere. >> nancy, so, if a student's considering -- of course, the students who are already in the pipeline, it's a little late for them, but when you're looking to go to college, dreaming about it, planning to go, what are some of the steps that the average high schooler needs to take in order to navigate the waters to figure out exactly what they're getting and to make sure what they're offered matches what they receive? >> it is an incredibly complicated proce

public tuitions between 2000, 2015 increased by 80%. if you look at the state financial aid, if you take a low income student who is attending a public institution and compare the amount of aid they to the from the state financial aid program, that didn't change in inflation adjusts dollars between 1996 and 2012. same amount of money for that student. if you look at high income student attending public institution, amount of financial aid got from the state that increased by 450% during the same time period. the states drifted funding high income student. we have done a lot of work at new america, commitment to funding private institutions increased financial aid substantially between 1996 and 2012. impressive 150% increase for those low income institutions, it deserves credit. but doesn't compare to the 260% increase that high increase found at same institutions during the same time period. if you're a family making over $125,000, amount of financial aid you got from institutions increased 230%. so, that is massive increase. you can se
