we have director tumlin, who i think was in a role similar to mr. walker in advising transit agencies on how to map out their transit systems. why did we hire a consultant to put together and lead this process for redesign? why was this not just done in-house? >> supervisor, first, gerald walker is not leading the redesign process, by no means. staff are leading this process. we're entirely leading this process, we don't delegate decision making to outsiders. i would note that julie's transit planning team has a 50% vacancy rate, and we're facing an unprecedented change. we needed to bring a consultant in because we needed help for the project. we brought in gerald walker to do staff work so we can focus on policy making and decision making. we are desperate for some outside help to help us through this period of unprecedented change, not only dealing with covid but also dealing with the fact that travel patterns in san francisco have changed dramatically since the last time we did any service planning. simply putting the service back the way it was

tumlin about the potential for workplace violence. this is concern out of what happened in santa fe with the valley transit authority. i enclosed documents and a leaf board aimed at violence prevention. last week i received a communication from tell it to muni. hopefully, mr. tumlin would hear what i had said because, basically, in light of the bully cultures within m.t.a., there is the potential for violence. the combination of present supervisors and fragile vulnerable personalities is potentially very explosive which could result in the death of victim, supervisors and fellow employees. which in-turn would affect service delivery. it should be noted that in san jose the facility in which the violence occurred has the potential of being shut down now because it is the site of traumatic event. we want to prevent this in san francisco. we answer to everything possible to do this. fortunately we have been scared of such incident. some years ago at 101 california street this violence did occur. the action should be on prevention and not

that said, i do want to start by thanking director tumlin and miss kirchbaum for -- i think what there has been i think their on going efforts to be transparent, their abundant confidence, and a commitment to equity that i think is real and deeply self and has been equitable at least as long as i've been watching them. i mean, a lot of harsh things have been said. i think they're unfair and, you know, there can be policy disagreements about, you know, how fiscally prudent or constrainted a city department should be or whether we should be required to maintain lines have a -- constrained a city department should be or whether we should be required to maintain lines strictly from a community sense. but i think my perception is we're lucky to have director tumlin and miss kirchbaum, and i want to thank you for your work. i want to start with a question. were we at 100% of prepandemic service prepandemic? is. >> no, we weren't. we were understaffed across the board, and i think we had a really good plan that we were in the process of delivering for operator hiring, but no, we were not at 1
