>> commissioner turman? >> i don't make the comments but i really do want to call out that this is a really special time in the department, because not only are we promoting about 74, 75 folks and celebrate that later this month, in february. but i do want to particularly note that command charlie was promoted to deputy chief and i want to congratulate him and he is a gentleman and hard working and he is much deserving of this promotion and i also wanted to congratulate commander for her promotion to commander as well. and i would be remiss if i did not say that i wanted to congratulate my friend and michael beal on his service to the department and his retirement, i was able to attend his retirement luncheon and since the day that i came on this commission he has been very helpful, and he has been a really hard working, cares about the officers and cares about this department and deputy chief beal will be extremely missed and so please pass on his congratulations and i hope that he has a wonderful retiremen

. >> president mazzucco, vice president turman? >> chief, and officer involved shooting investigators team and i am here to present as the chief said, the fdr finding from the third quarter, as well as the open officer shooting investigation. >> the fourth quarter, firearm discharge vehicle convened on january 14th, 2014. and at that when it convened, there were four cases that were considered and four investigations. one was an officer involved discharge 008-13. and the shootings, and all from 2011, 11-110, 005, and 006. i will summarize those cases briefly, and define it. and the fdrb was composed of the following members chin was the chair and chief loftus and comprised the rest of the voting members and vice president turman was present and marin represented the occ, in addition, badrini was there and also of the sf pd range and also chief chin included captain david lazar of the training division as a non-voting advisory member, and that is a new addition to the fdrb. the first case that was considered was the officer involved

. >> good evening, president mazzucco, and vice president turman, and commissioner loftus, commissioners, chief, director hicks. i am here this evening to provide a report on the department's sexual assault kit processing. there are three areas that i am going to address. we requested that we address the tests that have not been sent to the lab for testing, we assigned the inspecters to review the files in each case, the review confirmed that the kits in these cases were not sent to the lab based on an investigative determination from one of several categories. one, the suspect identity was known. two, the district attorney's office discharged the case, three, the ada, the assistant district attorney, stated that the dna analysis was not required, and number four, out of jurisdiction incidents where the investigation was conducted by another agency, and in the jurisdiction where the crime occurred, and five, the survivor sought medical treatment only. the second area was an internal audit that was conducted in the property control division. and captain john fenny the commanding officer o
